On September 4, the Government Office said that Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra - Head of the Central Steering Committee for Salary Policy Reform, Social Insurance and Preferential Treatment for People with Meritorious Services - signed Decision 124/QD-BCĐCCTLBHXH promulgating a plan to study and develop a Project on salary policy reform and social insurance to submit to the 5th Conference of the 14th Party Central Committee.
Head of the Central Steering Committee for salary policy reform, social insurance and preferential treatment for people with meritorious services assigns ministries and member agencies of the Steering Committee to perform the following tasks:
1. Research and develop a Project on reforming salary and social insurance policies to be submitted to the 5th Conference of the 14th Party Central Committee.
2. Summarize and complete the Project and develop a draft Resolution.
3. Deploy the implementation of the Project after submitting it to the 5th Conference of the 14th Party Central Committee.
Regarding the study and development of the Project submitted to the 5th Conference of the 14th Central Executive Committee of the Party, the Head of the Steering Committee assigned the Ministry of Home Affairs to preside over and coordinate with ministries, branches, and relevant agencies to comprehensively and comprehensively assess Resolution 27-NQ/TW, Resolution 28-NQ/TW, and develop a Project on reforming salary and social insurance policies. In which, the draft content of the Project must be completed in September-August 2026.
Ministries, sectors, and relevant agencies conduct a summary and assessment of the implementation of salary and social insurance policies since the Central Government issued Resolution No. 27-NQ/TW, Resolution No. 28-NQ/TW (in 2018) to date, clearly stating the inadequacies, analyzing the causes and proposing and proposing recommendations on the specific characteristics of ministries and sectors, specifically:
- Regarding salary policies, including: Minimum wage (basic salary), salary scale, salary allowance regimes, salary mechanisms for subjects under management and sent to the Ministry of Home Affairs (Standing Committee of the Steering Committee) for synthesis.
- Regarding social insurance policies, including: Summarizing and evaluating the implementation of social insurance policies from the time Resolution No. 28-NQ/TW was issued to date, clearly stating inadequacies, analyzing causes and proposing specific recommendations on the specific characteristics of ministries and sectors sent to the Ministry of Home Affairs for synthesis.
The Ministry of Finance researches and proposes solutions to create resources to implement salary and social insurance policy reform.
At the same time, the Ministry of Home Affairs presides over and coordinates with the Ministry of Finance and relevant ministries and agencies to summarize lessons and international experiences, thereby making recommendations and proposals for salary and social insurance reform in Vietnam.
According to the Plan, from October-August 2026, the Ministry of Home Affairs and members of the Steering Committee will develop and complete the draft Project. In January 2027, complete the draft Resolution. In February 2027, submit it to the Politburo, the Secretariat and in March 2027, submit it to the 14th Party Central Committee.
