Previously, Lao Dong Newspaper repeatedly reported on the situation of domestic water in the old Tien Lang district not meeting standards, causing public outrage, becoming one of the burning problems in the area in 2024. According to the report of the People's Committee of Tien Lang district (old), the whole district has 40,226/48,139 households using tap water, reaching 83.5%. Through inspection, the whole district has only 2 water plants operating well, 5 plants have stopped operating, the remaining 13 water plants are of poor quality. The quality of finished water of many mini water plants is not guaranteed, there is salty taste, foul odor, clotting, and the amount of clotting is not guaranteed, so people in the area have reported and petitioned many times.
The locality mobilizes mini water plants to transfer water supply areas, creating consensus among most units. At the same time, coordinate with Hai Phong Water Supply Joint Stock Company to start the project to build the D400 water supply pipeline in the western area of Tien Lang district with a total length of 8,454 m for water supply from the Nguyet bridge water plant to Tien Lang district. By February 2025, the project will be completed.

From July 1, 2025, after arranging administrative units, implementing the city's policy, Tan Minh commune has actively implemented the project to transfer water supply areas from mini water plants to Hai Phong Water Supply Joint Stock Company, ensuring standard water supply for the people. Up to now, the old Cap Tien commune area managed by Gia Hung Clean Water Service Cooperative has been completed and transferred, creating a premise for synchronous implementation throughout the commune.
The project has a total investment of nearly 30.4 billion VND, capital including 65% of commercial loans and 35% of the capital of Hai Phong Water Supply Joint Stock Company. The project will install the entire DN280-DN180 main pipeline, over 37 km long, along with the DN75-DN63 service pipeline network, ensuring clean water supply for about 1,650 households. The connection cost (including water meters) is 2 million VND/household invested by the Company, bringing the total investment to about 33.7 billion VND, an average of more than 20.5 million VND/household. The water supply to the area is taken from Cau Nguyet Water Plant through the D400 pipeline on TL 354 route, ensuring continuous water supply 24/24 hours.
According to the People's Committee of Tan Minh commune, contractors will urgently prepare the site, gather materials and equipment, start the project in early October 2025, strive to complete the installation within 120 days, and soon bring clean water to households before the Lunar New Year 2026. Thereby, contributing to improving the quality of life, protecting people's health and completing environmental criteria in building model new rural areas in Tan Minh commune.
