Chairman of Dien Bien Provincial People's Committee Le Van Luong has signed a decision to establish the Dien Bien Provincial Art Troupe under the Department of Culture, Sports and Tourism.
According to the Decision, the Dien Bien Provincial Art Troupe was established after merging two units directly under the Department of Culture, Sports and Tourism, which are the Provincial Ethnic Art Troupe and the Provincial Culture and Cinema Center (specifically the department of public employees performing mass art performance functions).
Dien Bien Provincial Art Troupe is a public non-business unit directly under the Department of Culture, Sports and Tourism, with legal status, seal and separate account to perform assigned tasks.
According to regulations, the unit has the function of composing, staging and performing professional art; organizing mass art performance programs; serving political tasks, cultural events, foreign affairs and important activities of the province.
In addition, the Dien Bien Provincial Art Troupe has the task of participating in festivals, performances, and competitions in the region and nationwide.
At the same time, the unit needs to preserve, maintain and promote the traditional cultural and artistic values of ethnic communities in the province, and provide public service services in the field of performing arts in accordance with the law.
To implement the reorganization of the apparatus, the Provincial People's Committee assigned the Department of Culture, Sports and Tourism to take the lead in handing over and receiving assets, finances, officials and employees from the two old units.
Develop regulations on the functions, tasks, powers and organizational structure of the Provincial Art Troupe to submit to competent authorities for consideration and approval.
The Department of Home Affairs is responsible for guiding and appraising plans for arranging and transferring civil servants and employees.
The Department of Finance coordinates with the Department of Culture, Sports and Tourism to determine the level of financial autonomy of the new unit according to current regulations.
