The Vietnam Road Administration (Ministry of Construction) has just sent a document to the People's Committees of provinces and cities; investors, BOT project enterprises; Vietnam Digital Transport Joint Stock Company (VDTC) and VETC Automatic Toll Collection Co., Ltd. on reducing road use service fees for vehicles in neighboring areas after merging administrative boundaries.
According to the Vietnam Road Administration, Resolution No. 202/2025/QH15 of the National Assembly on arranging provincial-level administrative units takes effect from July 1, 2025. Accordingly, administrative units will change administrative boundaries. Over the past time, some localities, investors and project businesses have expressed opinions on policies to reduce road use service fees for vehicles around toll stations after merging administrative units and implementing the two-level local government model.
The Vietnam Road Administration said that the current price reduction principle is still implemented according to Document No. 11519/BGTVT-ĐTCT dated October 11, 2017 of the Ministry of Transport (now the Ministry of Construction). Accordingly, the price reduction must ensure feasibility of the project's financial plan.
Regarding the price reduction plan, for price adjustment projects, it will be considered to adjust road use service prices for projects with remaining collection periods under contracts from 3 years or more.
The scope of toll reduction for vehicles is determined according to a radius of about 5 km around the toll station; in special cases, up to 10 km may be considered. For stations with specific characteristics such as bypass routes, expressway support toll collection or capital recovery for both national highways and parallel expressways, the scope of toll reduction is also considered but not exceeding a radius of 10 km.
To date, the Vietnam Road Administration has submitted to the Ministry of Construction for approval a plan to reduce road use service fees for vehicles around toll stations of 41 projects. This policy basically harmonizes the interests between the State, investors and people. To date, the toll collection situation at toll stations is stable, public, transparent, ensuring safety, security and order.
To continue implementing the policy, the Vietnam Road Administration requests investors and project enterprises to coordinate with local authorities to review the list of vehicles eligible for toll reduction; update the name of the unit, new administrative boundary based on the old boundary, and at the same time maintain the subjects and scope of toll reduction according to the radius around the toll station that has been agreed upon previously.
Continue to propagate to people about the road use fee collection policy, creating favorable conditions for vehicle owners when traveling through stations, and at the same time ensuring that toll collection is in accordance with regulations, public and transparent, without allowing revenue loss.
For the People's Committees of provinces and cities, the Vietnam Road Administration proposed to direct functional agencies to coordinate in reviewing the list of vehicles entitled to price reduction policies according to the provisions of law on residence and citizen identification cards; strengthen information comparison with the National Population Database to accurately identify subjects eligible for price reduction.
Promote propaganda about investment policies in the form of public-private partnerships; support investors and project businesses in ensuring security and order at toll stations.
