After localities complete the arrangement of villages and residential groups, the work of arranging staff at the grassroots level is a content that receives much attention.
At the preliminary conference on the work in the first 6 months of the year, deploying key tasks for the last 6 months of 2026 of the Ministry of Home Affairs, Director of Da Nang City Department of Home Affairs Cao Thi Huyen Tran said that before the arrangement, the city had 4,155 villages and residential groups, of which 88% did not meet the criteria according to regulations and had to be arranged.
After arrangement, Da Nang still has 1,454 villages and residential groups (722 villages and 732 residential groups), a decrease of 2,701 units, accounting for 65%.
On June 30, the People's Councils of communes and wards passed a resolution, and at the same time consolidated the Party organization, the Fatherland Front, and socio-political organizations associated with the announcement of new villages and residential groups to officially go into operation from July 1.
Currently, the city is continuing to improve operating regulations and conditions to ensure the political system in residential areas operates stably.
According to Ms. Tran, the biggest difficulty after the arrangement is personnel work for 3 positions including village head or neighborhood group leader, Party cell secretary and head of the Fatherland Front work committee.
Most of the current staff are old. Finding personnel who meet the standards according to the regulations of the Central Government and the city is very difficult. The allowance level has been increased but still does not meet the workload at the grassroots level, so many places still have to continue to arrange retired officials or elderly people re-elected to take on these positions," Ms. Tran said.
However, the city has basically consolidated the personnel framework of 3 positions, ensuring that villages and residential groups go into operation from July 1.
Besides personnel issues, Ms. Tran said that facilities are also a difficulty. Especially in urban areas, many places do not have enough community activity houses, so localities must proactively and flexibly use schools or suitable locations to organize community activities, and at the same time review plans to effectively exploit existing facilities.
To overcome this, Da Nang will continue to consolidate the team of village and residential group officials; invest in upgrading facilities and infrastructure; and at the same time build a digital database as a foundation to promote digital transformation and improve the operational efficiency of villages and residential groups in the new model.
From an expert's perspective, Master of Public Policy Nguyen Tuan Anh believes that for this team to be assured in their work, policies need to be designed in a substantive direction, not egalitarian.
In fact, in many places, the responsibility of village heads and neighborhood group leaders is very large, but the regime is not commensurate. Therefore, when building new regulations, it is necessary to thoroughly grasp the principle that assigning tasks must be accompanied by conditions to ensure implementation.
Mr. Tuan Anh said that it is necessary to classify them according to the specific characteristics of the area. Populated, complex places with high work pressure need different levels of support compared to small-scale areas with fewer problems arising.
In addition to monthly allowances, it is necessary to consider additional policies such as insurance, skills training, operating expense support, concurrent allowances, reward regimes, as well as a mechanism to record the working process to create motivation for long-term commitment.
Good policies are policies that make people at the grassroots level feel that their efforts are recognized, respected and meaningful. Only then will they truly wholeheartedly focus on their work," he said.
