For the Department of Home Affairs, it will organize the implementation of the plan for training and fostering commune-level cadres and civil servants in the city in 2026 according to the plan; synthesize needs and develop a plan for fostering commune-level cadres and civil servants in the period 2026 - 2031.
This unit presides over and coordinates with relevant agencies, units and training and fostering institutions to organize training and management courses according to the set plan.
The Department of Finance is assigned the task of summarizing, balancing, arranging, and submitting to competent authorities for additional funding to perform tasks according to the commune-level cadre and civil servant training plan.
Specifically for the People's Committees of communes and wards, it is necessary to review, arrange, and arrange the contingent of commune-level cadres and civil servants in accordance with professional qualifications, working capacity and job requirements to determine needs, develop and promulgate a plan to train the contingent of commune-level cadres and civil servants in the period 2026 - 2031, ensuring the goals, requirements, and tasks of the Project, and promptly equipping commune-level cadres and civil servants with sufficient professional knowledge.
At the same time, also make a list of commune-level cadres and civil servants who need immediate training (prioritizing subjects who need specialized training), especially groups affected by organizational structure arrangement; send it to the Department of Home Affairs for summarization and development of commune-level cadre and civil servant training plans for the period 2026 - 2031.
