The People's Committee of Gia Lai province has just issued a plan to reorganize and streamline public service units under the specialized agencies of the Provincial People's Committee. Accordingly, many public service units will continue to be merged to streamline the organizational system.
Arrange public service units: Transfer the status quo of commune and ward health stations to the People's Committees at the commune level for management
The Department of Justice currently has 10 public service units. In which:
- 8 units that self-insure regular expenditures or more ( Notary offices; property auction service centers);
- 2 units with regular expenditures guaranteed by the state budget (state Legal Assistance Center).
According to the arrangement plan, 2 state legal aid centers will be merged while 1 center will be guaranteed by the state budget for regular expenditures.
The Department of Science and Technology currently has 4 public service units.

According to the arrangement plan:
- Maintain the Digital Transformation Center as a public service unit with functions and tasks serving state management;
- Increase the level of autonomy to self-guarantee regular expenditures for the Center for Application of Science and Technology advances, the Center for Analysis and Quality Measurement, the Center for Scientific Investigation and Innovation.
The Department of Health currently has 47 public service units, including 4 general hospitals, 8 specialized hospitals, 4 specialized health centers, 3 specialized social protection centers and 28 regional multi-functional health centers.
The arrangement plan: Maintain, consolidate and improve existing medical facilities and develop a plan to transfer the status quo of commune and ward health stations (including all stations) under the management of regional health centers (under the Department of Health) to the management of commune-level People's Committees.
Arrange public service units as educational centers providing services in inter-commune and ward areas.
For the Department of Home Affairs, merge 3 units ( Employment Service Center, Provincial Historical archives Center, Provincial Caring and Nursing Center for Meritorious People) into 1 unit with regular expenditure guaranteed by the state budget, serving state management in the Home Affairs sector.
The Department of Education and Training currently has 127 public service units, including 92 high schools, junior high schools and high schools; 3 specialized high schools; 6 boarding schools for ethnic minorities, boarding schools for ethnic minorities and high schools; 1 specialized school; 1 Continuing Education center; 24 vocational education - Continuing education centers.
According to the arrangement plan:
- Maintain existing public high schools;
- Arrange 25 Continuing Education centers, Vocational Education - Continuing Education centers into 16 Continuing Education centers, Vocational Education - Continuing Education centers providing services in inter-commune and ward areas.
Transfer the status quo of Livestock and Veterinary stations, Crop and Plant Protection stations to the People's Committees at the commune level
The Department of Agriculture and Environment currently has 40 public service units under the Department, 30 service organizations under branches under the Department.
According to the arrangement plan:
- Maintain the level of autonomy in ensuring regular expenditures for 5 units: Center for Agricultural and Environmental Planning, Center for Clean Water Rural, Land Registration Office, Fishing Port Management Board, Tam Quan Fishing Port Management Board.
- Increase the level of autonomy to self-guarantee regular expenditures to be completed in 2025 for 2 units: Center for Natural Resources and Environment Monitoring, Center for Agricultural Seed.
- Increase the level of autonomy to self-guarantee regular expenditures according to the roadmap, completed before July 1, 2026 for 31 units: 29 protection forest management boards, An Toan Special Forest Management Board, Kon Chu Rang Nature Reserve Management Board.
- Merge the Agricultural and Environmental Digital Transformation Center into the Provincial Land Registration Office. Maintain the Agricultural Extension Center (the state budget ensures regular expenditures) is a public service unit with functions and tasks to serve state management.
- Transfer the status quo of Livestock and Veterinary stations, Crop and Plant Protection stations to the People's Committees of the communes where these stations are headquartered to reorganize them into a public service unit providing basic, essential, multi-sectoral, multi-disciplinary public service in the inter-commune and ward area.
After the arrangement, the Department of Agriculture and Environment only has 1 public service unit, the Agricultural Extension Center, which is guaranteed regular expenditure by the state budget; the remaining units ensure regular expenditure or more.
The Department of Culture, Sports and Tourism currently has 11 public service units.
According to the arrangement plan:
- Merge 4 units: Gia Lai Provincial Library, Pleiku Library, Provincial Traditional Arts Theater, Binh Dinh Traditional Martial Arts Center into 1 public service unit with regular expenditures guaranteed by the state budget with functions and tasks to serve state management.
- Merge and increase the level of autonomy to self-guarantee regular expenditures according to the roadmap for 4 units: merge Gia Lai Provincial Museum and Pleiku Museum; merge Gia Lai Provincial Sports Training and Competition Center and Pleiku Sports Training and Competition Center.
- Maintain and increase the level of autonomy to self-guarantee regular expenditures according to the roadmap for 3 units: Dam San General Music and Dance Theater, Quang Trung Museum, Provincial Cultural Center.
After the arrangement, the Department of Culture, Sports and Tourism will only have 1 administrative unit guaranteed by the state budget for regular expenditure; the remaining units will ensure regular expenditure or more.
