There is a risk of sea dikes breaking at any time
On August 6, the People's Committee of Bac Lieu province reviewed and reviewed landslides , especially East Sea dyke landslides, to make timely response plans.
Mr. Lai Thanh An, Chief of the Office of the Steering Committee for Disaster Prevention and Control of Bac Lieu province, informed that in recent days, high tides combined with strong waves have eroded the East Sea dyke section bordering the two provinces of Bac Lieu - Soc Trang (from Km0 +046 to Chien Tup 1 bridge), located in Vinh Trach Dong commune, Bac Lieu city.
The total length of landslide and landslide risk is about 100m. Of these, there are two locations: the section bordering Soc Trang province towards Chien Tup 1 bridge, 50m long, with a landslide width of 5m, 1.5m deep, and the section from Chien Tup 1 bridge towards Soc Trang, 50m long, with a landslide width of 5m. The landslide is 10m wide and 1.5m deep.
Landslides have not caused damage to people or property; Currently, it only causes landslides and there is a risk of 100m of the dyke collapsing, causing insecurity, instability and the risk of causing the dyke to break, affecting the lives and production of people living in the dyke in the near future.
“The cause of the landslide is because the coastal position in front of this dyke section has completely lost the protective forest, so waves directly hit the roof and body of the dyke, causing dyke landslides. In addition, when high tides combine with strong winds at sea, they can create very strong waves, causing seawater to overflow the dike and flow into production areas and homes, affecting people's lives. people in the dyke," Mr. An informed.
Also according to Mr. An, because there is no longer a protective forest in front of the dyke, in the coming time high tides combined with big waves and strong winds will continue to directly hit the dyke body, making the landslide situation more serious.
Be proactive before natural disasters
Mr. Tran Minh Hai, Chairman of the People's Committee of Bac Lieu City, further informed that the two previously eroded sections were eroded from February 19 to February 20, 2023 (treated and reinforced with gabion construction solutions). Combined compartment for erecting Tatrapod wave breakers arranged interconnected).
"These two sections have a very high risk of further landslides and affecting the dyke body, continuing to expand and encroaching deeper inside, affecting production and people's lives," Mr. Hai suggested.
Mr. Luu Hoang Ly, Director of the Department of Agriculture and Rural Development, said that after the landslide occurred, the Department directed the Irrigation Department to coordinate with the People's Committee of Bac Lieu City to send officers to strengthen monitoring, inspection, and supervision of developments. landslide incidents and promptly report when new developments occur.
The Steering Committee for Natural Disaster Prevention and Control of Bac Lieu province proposed an urgent solution: constructing an earthen fill to complete the dike roof, then spreading layers of stone gabions combined with Tetrapod wave breakers arranged together to prevent high tides and landslides. waves with a total length of 100m. Estimated cost is about 1.5 billion VND.
In the long term, it is recommended that the People's Committee of Bac Lieu province declare an emergency situation of landslides in the area of the East Sea dyke section bordering the two provinces of Bac Lieu - Soc Trang (from Km0+046 to Chien Tup 1 bridge), in the area Vinh Trach Dong commune, Bac Lieu city.
Chairman of the People's Committee of Bac Lieu province Pham Van Thieu said that in the immediate future, it is necessary to deal with the landslide location adjacent to Soc Trang province. “It is recommended that localities must meet with the Provincial Steering Committee for Natural Disaster Prevention and Control to propose to the Provincial People's Committee the locations and positions that need to declare landslide emergencies, with a specific list to serve as a basis for announcement. So that when something happens, there will be funds to fix it right away, so we don't let it happen and then hold a meeting to handle it," Mr. Thieu requested.
Chairman of the People's Committee of Bac Lieu province requested the Provincial Steering Committee for Disaster Prevention and Control to review the entire dyke route from Soc Trang province to Ganh Hao, other districts, such as Hong Dan, Phuoc Long, Vinh Loi, Bac Lieu city... Also review points at risk of landslides so that when landslides occur, capital can be allocated to work quickly, without affecting people's lives.
