This is one of the large industrial parks in Quang Ninh and recently, the police force discovered 29 subjects - who are workers working for construction contractors in the industrial park - positive for drugs.
At the meeting, delegates listened to the leaders of the Ward Police provide preliminary information on the security and order situation, management of residence, and management of tenants in Song Khoai Industrial Park, invested by Amata Ha Long Urban Joint Stock Company.
Hiep Hoa ward has about 150 rows of boarding houses with about 3,000 workers from different provinces and cities. Therefore, the security and order situation in Song Khoai Industrial Park is very complicated, social evils, especially illegal drug use, show signs of increasing.
Construction contractors have not been proactive in declaring temporary residence for workers and laborers arranged to stay in boarding houses and temporary shelters in the industrial park, causing difficulties in managing residents in the area.
Through inspection, the conditions for boarding houses and workers' labor camps for fire prevention and fighting have not been guaranteed, posing a potential risk of fire and explosion.
Regarding the work of ensuring traffic order and safety in the area, in recent times, the number of vehicles transporting raw materials for production, construction and assembly of factories in industrial parks has tended to increase, causing traffic insecurity on Provincial Road 338. The situation of vehicles with a large load showing signs of being overloaded and oversized causes unsafety when vehicles participate in traffic.
Participating in the meeting, leaders of the Ward Police, Representatives of the Quang Ninh Economic Zone Management Board and Amata Ha Long Urban Joint Stock Company discussed the current situation, difficulties and proposed solutions to ensure security and order, fire prevention and fighting, and environmental sanitation in industrial parks.
The leader of Hiep Hoa Ward People's Committee suggested that Amata Ha Long Urban Joint Stock Company and the construction contractor pay attention to organizing reasonable construction material gathering areas, scrap yards, and garbage, ensuring environmental sanitation and traffic safety.
For boarding houses and temporary workers' labor camp houses, Amata Ha Long Urban Joint Stock Company and construction contractors and investors in industrial parks are requested to pay attention to coordinating with residential management; regularly organize dissemination and propaganda for workers about the responsibility to maintain hygiene around the boarding houses; strengthen fire and explosion prevention work.
To ensure security and order, develop the industrial park economy, representatives of the ward government and units will jointly agree to develop a working coordination regulations on ensuring security and order, traffic safety, environmental sanitation, and residential management for workers and laborers in the industrial park.
