Implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; thoroughly grasping the spirit of the Resolution of the 13th Party Congress and the National Digital Transformation Program to 2025, orientation to 2030, in which identifying the development of science, technology, innovation and digital transformation as strategic breakthroughs, developing high-quality human resources as key factors, Quang Ninh province has proactively implemented models linking training with the practical requirements of implementing Resolution 57 at the grassroots level.
In that spirit, on January 6, Quang Ninh Provincial People's Committee coordinated with FPT Group and FPT University to organize an activity to bring technology students to directly participate in supporting the government and local people in the process of implementing Resolution 57, contributing to concretizing major policies of the Party and State with practical and effective actions.
FPT University students will be assigned to nearly 30 communes and wards in Quang Ninh province, including remote areas, areas with special administrative positions such as Co To special zone, to participate in supporting the government and local people in implementing Resolution 57. This activity is implemented within the framework of the coordination program between Quang Ninh Provincial People's Committee, FPT University and FPT Group.
According to the plan, FPT University students will participate in local support from January 2026 to April 2026. The entire participation period is calculated as OJT (On-the-Job Training) semester - a training semester in a mandatory practical environment for all FPT University students under the school's formal training program.
Students directly participating in supporting localities not only meet training requirements associated with practice, but also contribute to mobilizing young human resources with technology expertise, participating in implementing NQ57 right from the grassroots level.
The focus of FPT students' tasks is to support the implementation of programs, projects, and projects on information technology and implement NQ57; participate in supporting the management and operation of technical infrastructure, information technology, data integration centers and software currently used at agencies and units. In addition, students will directly support officials, civil servants, public employees and people to improve digital skills, use online public services such as VNeID, digital signatures and other digital platforms to serve administrative procedure resolution.
In the context that Quang Ninh is promoting the implementation of Resolution 57 associated with the requirements of ensuring security and information security, FPT students also participate in researching documents, supporting the preparation of information security dossiers according to levels, meeting specific requirements at each agency, unit, commune, and ward.
Students participating in the program are all majoring in Information Technology, have basic knowledge of technology, data, NQ57 deployment and understanding of the operating procedures of administrative agencies and public non-business units. Before officially participating in support in the locality, students have been trained and updated with knowledge and skills on information security, professional skills to support NQ57 deployment in the government sector, as well as related legal regulations such as the Law on Network Security, the Law on Protection of Personal Data and related resolutions and legal documents.
Speaking at the ceremony, Mr. Nguyen Van Khoa - General Director of FPT Group emphasized that the coordination with Quang Ninh province to bring FPT University students to support the implementation of NQ57 at the grassroots level is a new model, first implemented nationwide, showing the close connection between the State - school - enterprise. This model both contributes to supplementing resources for localities in the process of implementing NQ57, and helps students be trained in a practical environment, gradually forming a reserve technology personnel force, ready to participate in bringing the Party and Government's guidelines and policies on implementing NQ57 into life.
Mr. Nguyen Van Khoa also shared the commitment of FPT Group and FPT University in long-term companionship with Quang Ninh province in implementing NQ71, NQ57; monitoring and evaluating the actual effectiveness of the State - school - enterprise coordination model in bringing students to internships in localities, supporting the implementation of NQ57; investing in building works to serve research, deploy digital transformation, and develop high-quality technology human resources, of which the Project on Investment, Construction and Technical Infrastructure Business of Tuan Chau Central Digital Technology Park in Quang Ninh, which started construction on December 19, is an example.
In recent years, Quang Ninh province has identified the implementation of NQ57 as an important driving force in socio-economic development, building digital government, digital economy and digital society. Speaking at the event, Ms. Nguyen Thi Hanh - Vice Chairwoman of Quang Ninh Provincial People's Committee said that the demand for technology human resources in Quang Ninh is very large in the current period. High-quality human resources are likened to "diamonds" of the province.
Quang Ninh province has been and is promoting existing resources, coordinating with businesses in attracting high-quality human resources, especially information technology human resources, creating motivation to implement Resolutions on digital transformation and science and technology development in the province. The coordination with FPT Corporation and FPT University to bring technology students to support at agencies, units, and localities is assessed as a practical model, in line with the province's development orientation.
Ms. Nguyen Thi Hanh, representative of the Provincial People's Committee, acknowledged and highly appreciated FPT's role in training technology human resources and accompanying localities in implementing Resolution 57. At the same time, the province also directed agencies and units to receive and assign specific tasks, creating favorable conditions for accommodation, travel and working environment so that FPT students can feel secure in participating and successfully completing assigned tasks.
In the context of science and technology, innovation and the implementation of NQ57 becoming an important driving force to bring the country into a new stage of development, FPT Group has announced the establishment of a Steering Committee for Strategic Technology with specialized units to master core technology, build high-quality human resources for the goal of national technology sovereignty. Specifically, FPT Group has announced the establishment of a Steering Committee for Strategic Technology, with 5 units including: Quantum AI and Cyber Security Institute (QACI), FPT UAV, FPT Railway Technology (FMT), FPT Cyber Security and DC5.
As a member unit of FPT Group, FPT University identifies human resource training for NQ57 implementation associated with practice as a continuous focus. The activity of bringing students to participate in supporting NQ57 implementation in localities such as Quang Ninh is a concrete proof of the commitment to accompanying the country, connecting science and technology development strategies with grassroots actions, contributing to building a technology human resource force to meet the requirements of rapid and sustainable development in the digital age.
