Also on October 13, the Department of Home Affairs signed a document on the plan to end the operation of 5 regional Agricultural Service Centers (under the Department of Agriculture and Environment). Along with that, the Commune General Service Center will be reorganized.
"These contents are urgently implemented based on Conclusion 195-KL/TW of the Politburo, the Secretariat and Resolution No. 303/NQ-CP on solutions to effectively implement local government at both levels" - Director of the Department of Home Affairs of Dien Bien province added.
Previously, the Department of Home Affairs of Dien Bien province coordinated with the Provincial Party Committee's Organizing Committee to work directly with 45 communes and wards in the whole province to review the current situation of cadres, civil servants and public employees and agree on a plan to arrange and assign personnel to ensure the operation of the commune-level government.
Through actual inspections, it is shown that the number of civil servants in fields and specialties in communes is still lacking according to job positions. However, the total number of cadres and civil servants is currently redundant compared to the prescribed norm. Therefore, in communes, there is a situation of "over-sortage and shortage".

At the same time, the Department of Home Affairs proposed to second 86 civil servants and public employees from agencies and units under the province to help communes and wards in various professional fields.
