Dien Bien - The Provincial Party Committee has just issued a document directing the organization of art performances to celebrate the Party Congress due to many localities being heavily affected by floods.

On October 10, information from the Dien Bien Provincial Party Committee Office said that Mr. Tran Quoc Cuong - Secretary of the Dien Bien Provincial Party Committee signed an official dispatch not to organize a cultural program to celebrate the 15th Provincial Party Congress, term 2025-2030.

The Official Dispatch of the Provincial Party Committee stated: Recently, storm No. 11 and its circulation have caused flooding, flash floods, landslides, causing serious damage to life, property and essential infrastructure in many localities in the Northern and Central regions.

To join hands with the whole country to focus on overcoming the consequences of natural disasters, promptly deploy measures to prevent and combat floods, flash floods, and landslides in the province in the coming time.

The Standing Committee of the Provincial Party Committee agreed not to organize a welcoming art program according to the plan of the Propaganda and Dedication Subcommittee to serve the Provincial Party Congress".

The document also clearly stated: "Assign the Provincial People's Committee Party Committee to lead the Provincial People's Committee, the Propaganda and Dedication Subcommittee to serve the Congress and relevant agencies and units to seriously implement".

Previously, on October 7, the Propaganda and Ordinance Subcommittee held a Press Conference to propagate the 15th Dien Bien Provincial Party Congress, term 2025-2030.

Accordingly, the Provincial Party Congress has the motto: "Solidarity - Democracy - Discipline - Innovation - Development" taking place for 3 days (from October 14-16, 2025).

The fair started at 8:00 a.m. on October 14.10; the official fair opened at 7:30 a.m. on October 15 and closed at 4:00 p.m. on October 16, at the Provincial Cultural Conference Center.

The total number of official delegates attending the Congress is 358 delegates. Of which, the natural delegates are 44 comrades, elected from the Party Committee directly under the province, which are 23 delegates; the Provincial Party Committee Standing Committee appoints 291 delegates.
