Son La sets deadline for suspending operation of registration center due to lack of procedures

Son La - The Provincial People's Committee will stop the operation of registration centers that have not fully completed procedures according to regulations.

Regarding a series of violations at motor vehicle registration centers in Son La province that Lao Dong Newspaper reflected, on the afternoon of January 14, Son La Provincial People's Committee organized a working session with registration units to review, clarify existing issues and agree on handling plans according to regulations.

On the morning of January 15, Mr. Nguyen Minh Tien - Vice Chairman of Son La Provincial People's Committee - said that Motor Vehicle Registration Center 26.02D managed by Son La Waterway Motor Vehicle Registration Joint Stock Company has expired its land lease contract. The Provincial People's Committee agreed to lease short-term land for 9 months for the unit to complete procedures according to regulations.

For Son La Motor Vehicle Registration Center (code 26.01D), managed by Son La Transport Vehicle Inspection Joint Stock Company, located in Chieng Sinh ward, the Provincial People's Committee requested this unit to complete all remaining procedures, including traffic connection, investment procedures and other operating conditions before the end of the first quarter of 2026.

Similarly, Motor Vehicle Registration Branch 26.03D in Van Ho commune, also belonging to Son La Transport Vehicle Inspection Joint Stock Company, is required to complete all procedures before the end of the second quarter of 2026, due to planning adjustments.

Vice Chairman of Son La Provincial People's Committee emphasized that if the above-mentioned time milestones expire and units do not complete all procedures according to regulations, the province will stop operating registration centers, and will not continue to consider or extend them.

Previously, there were a series of articles reflecting violations of vehicle registration centers in Son La.

Motor Vehicle Registration Center 26.02D, managed by Son La Waterway Motor Vehicle Registration Joint Stock Company, has expired its land lease contract since 2020 but has continued to operate until now.

This center is located in To Hieu ward, on a land area of about 2,000m2, belonging to a densely populated residential area. Notably, the center's location is adjacent to 7.11 market and Tran Quoc Toan Elementary School, where the density of people and vehicles participating in traffic is very high.

Not only center 26.02D, a series of other violations at vehicle registration centers in Son La province have also been pointed out but have not been thoroughly handled.

According to a report by Son La Provincial People's Committee, two large vehicle registration centers in this locality have been operating for a long time even though they have not been licensed to connect traffic.

Son La Motor Vehicle Registration Center (26.01D), managed by Son La Transport Vehicle Inspection Joint Stock Company, located in Chieng Sinh ward, has been granted an operating certificate by the Vietnam Register since 2015.

From the beginning of 2023 to now, this center has inspected more than 62,000 vehicles. However, at the time of commissioning, the connection location from the center to National Highway 6 at Km290+685 (P) has not yet been approved or licensed for construction.

Similarly, Motor Vehicle Registration Branch 26.03D in Van Ho commune, also belonging to Son La Transport Vehicle Inspection Joint Stock Company, was invested and built in 2016. However, the connecting point at Km177+100 National Highway 6 is not on the list of approved connecting points until 2030 and has not been licensed for construction when the center went into operation.
