This has caused difficulties for tourists, because this is the main means of transportation for tourism on these islands, while the number of visitors per day is up to tens of thousands of people.
Some tourists and groups have to walk from ports to hotels and vice versa.
Many hotel and restaurant owners have had to mobilize all types of vehicles, from motorbikes to private cars to pick up and drop off guests.
Some hotel owners asked tourists with D certificates, or hired islanders with D certificates to drive electric cars to pick up and drop off tourists, but they could not solve many problems and were only temporary solutions.
It is estimated that both tourist communes of Quan Lan and Minh Chau, Van Don district have about 100 electric vehicles, mainly vehicles with 14 seats or more.
According to regulations, for this type of vehicle, drivers must have a D certificate. However, most electric vehicle drivers in Quan Lan and Minh Chau only have a B2 certificate.
These are drivers who have been supported by the government with funding to study driving licenses to convert vehicles to serve tourists, after tuk tuk tuk and Lam xe on Quan Lan and Minh Chau islands were banned from operation since the beginning of 2019.
According to some drivers, they used to run normally, but recently, the authorities have tightened management and traffic safety, so they do not dare to run out onto the street to serve tourists.
Currently, dozens of drivers have registered to study for a D degree.
According to the above regulations, learners to upgrade their B2 class driving license to D must have worked for 5 years or more and must have driven 100,000 km or more safely.
The time for studying theory and practice to increase the B2 certificate to D is 56 hours and 28 hours respectively.
Regarding the practice time of a B2 class driver, basically all of the above drivers are enough.
Currently, Quang Ninh is entering the sea tourism season, in which Quan Lan and Minh Chau are always in the top of the list chosen by tourists.
If electric vehicles stop operating, it will greatly affect the tourism and services of Quan Lan and Minh Chau, because there are no replacement vehicles on land.
