According to the reporter's records at the construction site of the An Phu intersection project, during the September 2 National Day holiday, the working atmosphere was still urgent. Lining machines, trucks, cranes, workers and engineers are busy working.


At the XL10 package (N3 and N4 overpasses) undertaken by the CIENCO8 - Thien Hoang consortium, dozens of workers are divided into two construction teams to work in turns.

According to Mr. Ngo Xuan Tu - Deputy Commander of CIENCO8, the construction site of the package has been basically completed. On this holiday, the number of workers ranges from 30 to 50 people depending on the day, with equipment to focus on construction to make up for the progress.
The N3 bridge has completed the pillars from T5 to T11 and the M2 pier; currently, the foundation of the T1 - T3 pier is under construction, the M1 pier is preparing to pour concrete for the second time for the span between T5 and T6. The N4 bridge has also completed pillars T4 - T10 and pier M2, and is constructing the foundation of pillars T1 - T3, pier M1, reducing the load-bearing piles and retaining walls.


However, because the XL10 package was only constructed after the HC1 - 01 tunnel was opened in July 2025, the output to date has only reached about 22%. The contractor is committed to increasing human resources and machinery, taking advantage of even the evenings to speed up the construction progress.

In package XL12 (overpass branch N1.1, N1.3, N2 and tunnel roof HC1‐02), workers and machinery are also operating busily in the fenced areas. All equipment is continuously operated, coordinating with the construction team at many locations on the project.

According to Mr. Luong Minh Phuc - Director of the Traffic Department (project investor), the unit is implementing measures to speed up the progress such as relocating technical infrastructure, expanding the construction barrier of 4 parallel HC1‐02 tunnel sections and carrying out overpass items at the same time. The goal is to complete the N2 overpass before the end of 2025, the HC1 - 02 tunnel before the Lunar New Year 2026 and the entire project before June 30, 2026.
To achieve that goal, the Traffic Department proposed that Ho Chi Minh City establish a project coordination working group led by the Department of Construction, with the participation of departments and branches. At the same time, it is recommended to add a Deputy Director of the Board to share the work.
Regarding traffic safety, Cat Lai Traffic Police are requested to support traffic flow during peak hours and organize quick response forces to ensure safety throughout the construction period.

Regarding the site, it is proposed to hand over an additional 22,012 m2 in An Phu urban area before February 28, 2026 and coordinate with electricity and water supply for appropriate relocation.
The investor commits to arranging 3 shifts, 4 teams, day and night to work, and strictly handle contractors who do not meet the schedule through measures such as volume transfer, contract termination, guarantee confiscation and public disclosure of bidding violations.
According to the Traffic Department, with this proactive strategy, the progress can be shortened by about 6 months, when the N2 bridge and the HC1 - 02 tunnel are completed before the Lunar New Year 2026, it will help reduce 80% of traffic congestion at the An Phu intersection. At the same time, a smooth connection road will be opened with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway when completed in December 2026.
