Teachers' salaries are given the highest priority in the administrative and public service system
The Law on Teachers takes effect from January 1, 2026, stipulating that teachers' salaries are prioritized to be ranked highest in the administrative and non-business salary scale system.
In addition to the basic salary, teachers also receive allowances according to the nature of their work and regional conditions. Some groups enjoy higher benefits include preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands, and particularly difficult areas; teachers of specialized schools; teachers implementing inclusive education and some specialized industries and professions.
For non-public educational institutions, salaries are implemented according to the provisions of labor law.
Regional minimum wage increase averages 7.2% from 2026
From January 1, 2026, the regional minimum wage is officially adjusted to increase by an average of 7.2% according to Decree No. 293/2025/ND-CP of the Government. The corresponding increase is from 250,000 - 350,000 VND/month compared to the regulations in Decree 74/2024/ND-CP.
Region I increased from 4.96 million VND to 5.31 million VND/month; Region II from 4.41 million VND to 4.73 million VND/month; Region III from 3.86 million VND to 4.14 million VND/month; Region IV from 3.45 million VND to 3.7 million VND/month.
This adjustment directly affects workers working under labor contracts in the business sector.
Adjusting to increase leadership position allowances
According to Decree 07/2026/ND-CP, from January 1, 2026, leadership position allowances for cadres, civil servants, public employees and armed forces are adjusted to increase.
For Departments under the Ministry, Department type 1 has their allowance coefficient increased by more than 0.10 compared to the equivalent title of Department type 2 (maintaining the current coefficient).
The Decree also supplements the allowance for commune-level leadership positions. Accordingly:
Chairmen of commune-level People's Committees enjoy a coefficient of 0.7 in Hanoi and Ho Chi Minh City; 0.6 in other localities.
The Vice Chairman of the Commune-level People's Committee enjoys a coefficient of 0.6 in Hanoi and Ho Chi Minh City; 0.5 in the remaining localities.
Heads of departments under the commune-level People's Committee enjoy a coefficient of 0.35 in Hanoi and Ho Chi Minh City; 0.25 in other areas.
Deputy Head of Professional Department receives a coefficient of 0.20 in Hanoi and Ho Chi Minh City; 0.15 in other localities.
Supplementing special allowances for difficult areas
Circular 24/2025/TT-BNV of the Ministry of Home Affairs, effective from January 1, 2026, stipulates the special allowance regime for cadres, civil servants, public employees and armed forces working in particularly difficult areas, remote islands and border areas.
The allowance is calculated as a percentage of the current salary level plus leadership position allowance and seniority allowance beyond the frame (if any), or military rank allowance for the armed forces. The level of enjoyment includes 30%, 50% and 100%, depending on the work area.
