The project to build infrastructure and improve the canal environment was started in early 2023, with an initial total investment of 8,200 billion VND, then adjusted to more than 9,000 billion VND.
According to the plan, the project is expected to be completed on April 30, 2025. However, due to many obstacles, the implementation time has been adjusted and extended to 2026.
The project includes a total of 40 bidding packages, including 10 main construction packages with 69 contractors participating in the form of a joint venture.
According to the latest report of the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (Urban Infrastructure Board - investor), the cumulative volume of completed main items to date has reached about 65%. Currently, all 10 bidding packages are behind schedule compared to the contract.
Package XL-01 (section from Nuoc Len canal to Duong C bridge), worth more than 1,079 billion VND, must be completed on March 15, 2026, but currently only reaches 74.33% of the volume.
Package XL-02 (Duong C bridge - Ba Hom bridge), more than 502 billion VND, must be completed on March 27, 2026 but only reached 62.59%.
Package XL-03 (Ba Hom bridge - Hong Ky culvert), more than 758 billion VND, must be completed on March 27, 2026 but only achieved 65.68%.
Package XL-04 (Hong Ky culvert - Tan Ky Tan Quy bridge), more than 329 billion VND, must be completed on March 30, 2026, but currently only reaches 53.78%.
Package XL-05 (Tan Ky Tan Quy bridge - Bung bridge), more than 561 billion VND, must be completed on March 15, 2026, currently reaching 60.18%.
Package XL-06 (Bung bridge - Tham Luong bridge), more than 458 billion VND, must be completed on March 15, 2026, currently reaching 60.63%.
Package XL-07 (Tham Luong bridge - Cho Cau bridge), more than 590 billion VND, must be completed on March 15, 2026, currently reaching 65.63%.
Package XL-08 (Cho Cau bridge - Truong Dai bridge), more than 491 billion VND, must be completed on March 15, 2026, currently reaching 66.99%.
Package XL-09 (Cho Cau bridge - Truong Dai bridge), more than 1,055 billion VND, must be completed on March 15, 2026, currently reaching 80.39%.
Package XL-10 (Truong Dai - Saigon River bridge, left bank), more than 1,175 billion VND, must be completed on August 15, 2026, currently reaching 59.84%.
To date, the project has technically opened about 18 km of asphalt roads out of a total of 64 km of canal-side roads.

The Ho Chi Minh City Urban Infrastructure Board said that the construction progress is slow due to many difficulties and obstacles.
Regarding compensation and site clearance, there are currently 9 cases in phase 1 that, although compensated, have not been handed over land or re-encroached on the cleared area. These cases are located in Binh Loi Trung, An Lac, Tan Tao, Binh Hung Hoa and Binh Tan wards.
The investor proposed that the People's Committees of wards continue to direct drastically and urgently to recover and hand over the site so that the contractor can deploy synchronous construction.
Regarding technical infrastructure, on the entire route, there are still 2 underground cable lines and 37 low-voltage poles managed by Gia Dinh Power Company (formerly Go Vap Power Company) that have not been relocated. Construction under medium and low-voltage power lines, substations and telecommunications cables is facing many difficulties, directly affecting the progress.
Regarding the land and mud dredging receiving yard, the project has identified 14 locations for receiving mud and excavated soil, including areas such as Lang Le Cultural Park (now Binh Loi commune), Sub-area 3 (now An Lac ward), Go Vap Cultural Park (now An Nhon ward), Tan Tao Industrial Park and many locations in An Phu Dong, Tan Thoi Hiep, Trung My Tay wards.
However, these locations have not yet completed legal procedures. The investor proposed that the Ho Chi Minh City Department of Agriculture and Environment soon consider and submit to the Ho Chi Minh City People's Committee for prior approval of 3 landfill locations to have a basis for implementation.
The Ho Chi Minh City Urban Infrastructure Board said that it has worked directly with each contractor in 10 main construction packages to urge and request to accelerate progress. Contractors are committed to increasing machinery, manpower, materials and organizing simultaneous construction in many directions.
The investor sets a target to complete the entire project in 2026.
