On December 11, 2025, at the 10th Session, the 15th National Assembly passed Resolution 265/2025/QH15, assigning the Government to implement many important contents on salary and social security policies.
Accordingly, the National Assembly requests to adjust some types of allowances, base salary levels, pensions, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, social allowances, social pension allowances according to Conclusion 206-KL/TW dated November 10, 2025 of the Politburo.
Following that, on January 9, 2026, the Vietnamese Government issued Official Dispatch 38/TTg-QHĐP in 2026 to implement the resolutions adopted at the 10th Session.
According to the content of the official dispatch, in March 2026, the Government requests to adjust pensions, basic salaries and some types of allowances, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, social allowances and social pension allowances in the spirit of Conclusion 206-KL/TW.
However, a noteworthy point is that current documents only stop at requiring "adjustments in March 2026", not specifically stipulating the time of application of the new basic salary level to replace the level of 2.34 million VND/month.
3 possibilities can be raised regarding the timing of applying the new base salary:
First, the increase may be applied immediately in March 2026, coinciding with the adjustment time.
Second, it can be applied retroactively, that is, the increase is calculated from the time before March 2026 and the difference is paid after the guiding document is issued.
Third, the application time may be later than March 2026, depending on the specific regulations in the next legal document of the competent authority.
Thus, although the policy of adjusting the base salary has been clearly defined, the time to enjoy the new salary level for cadres, civil servants, public employees and armed forces still needs to wait for official guidance to have a basis for unified implementation nationwide.
