Sharing with Lao Dong Newspaper on August 2, Mr. Bui Van Danh, village head cum Deputy Secretary of Suoi Nanh village Party Cell, Duc Nhan commune, Phu Tho province, said that he had just received a support amount of 759,000 VND/month for the position of concurrent Deputy Secretary of the Party Cell.
Previously, I received a village head allowance of about 2.925 million VND/month. Currently, I have been prepaid a support amount for the position of Deputy Secretary of the Party Cell of 759,000 VND.
The allowance for the position of village head according to the new policy is still waiting to be paid, about 5.6 million VND," Mr. Danh shared.
Suoi Nanh village was established after the merger of two hamlets, Bua Sen and Coi. After the merger, the population size increased, the management area became wider, leading to a significant increase in the workload of the village officials.
According to the head of Suoi Nanh village, the adjustment to increase allowances is a practical recognition for the grassroots cadre team.
Not only enjoying the new allowance policy, many village and hamlet officials in Duc Nhan commune also just participated in a training class on the application of artificial intelligence (AI) in management and administration after mergers at the end of July.
Sharing about the training session, Mr. Danh said that accessing AI tools helps village heads improve their skills in processing documents, building plans, summarizing reports and preparing propaganda materials.
In the context of wider areas, larger populations and increasingly high work requirements, these knowledge helps grassroots officials feel more confident when performing tasks.
Previously, many tasks had to be done manually, taking a lot of time. After training, we learned how to apply AI to support document drafting, information synthesis, thereby improving work efficiency," Mr. Danh said.
According to Resolution No. 13/2026/NQ-HĐND of the Phu Tho Provincial People's Council, effective from July 2026, the monthly allowance level for non-specialized workers and people participating in activities in villages and residential groups is adjusted in the direction of increasing, in accordance with the scale of the area after the merger.
Accordingly, villages and residential groups are divided into two groups. For specific or large-scale areas, the Party Cell Secretary and village head receive an allowance of 5.566 million VND/month, and the Head of the Fatherland Front Work Committee receives 4.301 million VND/month.
In the remaining group, the corresponding allowances are 4.554 million VND and 3.542 million VND/month.
For 8 positions participating in activities in villages and residential groups, including Deputy Secretary of the Party Cell, the monthly support level is 759,000 VND for group 1 and 632,500 VND for group 2.
Co-employees are entitled to 100% of the allowance or support level of the concurrent title, in cases of concurrent holding multiple titles, only the highest level is enjoyed.
Along with the new allowance policy, Phu Tho Provincial People's Committee has implemented a plan to arrange and rename villages and residential groups throughout the province.
Accordingly, Phu Tho has reduced from 5,049 villages and residential groups to 3,082 units, a decrease of nearly 39%.
In parallel with the arrangement process, the province focuses on training and fostering grassroots cadres, including training in digital transformation applications to help village heads quickly adapt to the new management model.
