Reduce 6 commune-level administrative units
On January 6, information from the People's Committee of Quang Binh province said that in the period of 2023 - 2025, the locality has developed a project and implemented the arrangement of 11 administrative units (ADUs) into 5 (reducing 6 ADUs) at the commune level.
In the process of developing the overall plan for the arrangement of administrative units in the period of 2023 - 2025, Quang Binh province has carefully considered specific factors, comprehensively reviewed the formation and development process of each administrative unit, focused on preserving, consolidating and promoting cultural identity, traditions, history, customs and practices, ensuring political - social stability, national defense and security stability to focus on developing the material and spiritual life of the people.
Besides the achieved results, Quang Binh province still has some problems.
Some commune-level administrative units formed after the rearrangement, due to specific socio-economic and natural geographical factors, cannot be merged or have their administrative boundaries adjusted from adjacent administrative units of the same level. Therefore, after establishment, the new administrative units have natural areas and population sizes that do not meet the prescribed standards (merging Luong Ninh commune and Quan Hau town, Quang Ninh district; merging Canh Hoa commune and Phu Hoa commune, Quang Trach district).
There are 3 commune-level administrative units that need to be rearranged. Quang Binh province has carefully considered and developed a master plan and a rearrangement project for the 2023-2025 period. Although the Party Committees and authorities at all levels have thoroughly grasped, strengthened leadership, direction and propaganda, the percentage of voters approving the rearrangement plan has not reached over 50% of the total number of voters in the area. Therefore, the rearrangement cannot be carried out in the 2023-2025 period.
Quang Binh province continues to strengthen propaganda and mobilize people to implement the policies of the Party and State; at the same time, direct localities to study appropriate arrangement plans and propose to implement this commune arrangement in the period of 2026 - 2030.
No impact or interruption to procedures
In the coming time, Quang Binh province recommends amending, supplementing or issuing new legal documents on consulting voters on establishing, dissolving, merging, dividing and adjusting administrative boundaries according to regulations.
Quang Binh province proposed that the Central Government study and increase the support budget compared to the reduced level of VND 500 million/1 commune-level administrative unit in the period of 2023 - 2025, in order to create conditions for newly formed administrative units after restructuring; have superior policies to encourage redundant cadres, civil servants, and workers when restructuring administrative units.
Regarding the implementation roadmap for the 2026 - 2030 period, the province proposed that the Government consider and soon issue a plan to implement the arrangement of administrative units at district and commune levels for the 2026 - 2030 period so that localities have time to prepare and develop thorough plans suitable to the practical situation.
Ms. Nguyen Thu Xuan (in Bo Trach district) hopes that the procedures and personal documents when changing land information will be carried out smoothly and quickly. This will help people to work more easily.
Quang Binh Provincial People's Committee said that regarding the issue of surplus administrative headquarters, the districts will direct the commune level to choose the immediate working headquarters to ensure operations, without affecting or disrupting administrative procedures or causing disruption in the unit. In the long term, there will only be one headquarters.
Localities need to create favorable conditions and quickly resolve procedures for people in the process of converting related documents from old to new administrative units.
