The Ministry of Construction requires specialized departments, the Departments of Construction and Vietnam Railway Corporation to proactively implement the direction in Official Dispatch 119/CD-TTg issued by the Prime Minister on July 22, 2025, and at the same time, base on warnings of landslides and flash floods from the National Center for Hydro-Meteorological Forecasting.

The Vietnam Road Administration is assigned to coordinate with local Departments of Construction to organize shifts, divert flows, install buoys, place barriers and block roads at deeply flooded areas, overflowing culverts, and landslides to ensure absolute safety. Key national highways must be carefully inspected and urgently repaired to ensure smooth traffic.
The railway industry is required to tighten patrols and posts at vulnerable points, especially the area across the Ca River in Nghe An province. Meanwhile, the Department of Maritime and Inland Waterways directs ports to guide ships to anchor safely, and at the same time reclaims and deploys buoys and signaling systems in accordance with flood developments.
The Departments of Construction in Son La, Lao Cai, Phu Tho, Thanh Hoa and Nghe An must proactively coordinate with localities and functional forces to review areas at high risk of landslides and land subsidence. At the same time, it is necessary to plan to arrange means to support people to move through flooded areas, ensuring maximum safety.
The Ministry of Construction emphasizes the requirement for all units to immediately deploy response work, in accordance with assigned functions and tasks to limit damage caused by floods.
