On August 18, information from Thanh Hoa Provincial People's Committee said that the Chairman of the Provincial People's Committee has just issued a decision announcing an emergency situation for natural disasters caused by landslides in 2 residential areas of Thanh Son village, Quan Son commune.
Previously, due to the impact of heavy rain from August 5 to August 7, serious landslides occurred in Quan Son commune, with landslides appearing in 2 residential areas, causing a risk of insecurity for people and property.
In the area near the Quan Son Social Policy Bank Transaction Office, on the right side of National Highway 217, there are currently 17 households with 60 people living, along with the headquarters of the Quan Son Social Policy Bank Transaction Office and Quan Son Pharmaceutical Branch.
Through inspection, 3 households had subsidence and damaged houses; a factory area had subsidence of the foundation and walls. Two households and the headquarters of the Quan Son Social Policy Bank Transaction Office are being squeezed behind by landslide soil, causing cracks in walls and auxiliary works. The remaining households are also at risk of being directly affected.
The concrete road connecting National Highway 217 to the residential area behind has been landslide and completely damaged. Local authorities have evacuated all 17 households with 60 people to safe places.
In the area behind the households along the road to the shooting range of the old Quan Son district, there are 8 households with 34 people living. The hillside adjacent to the residential area has partially collapsed, soil and rocks directly affect the works of 3 households.
The location from the people's house to the top of the landslide has an average height of about 22m, the landslide range around the hill is in the shape of an arc, about 40m long. Three households with 8 people have been evacuated.
According to Thanh Hoa Provincial People's Committee, landslides in the above 2 areas tend to continue to develop complicatedly and unpredictably, especially when heavy rain occurs.
The Chairman of the Provincial People's Committee requested the People's Committee of Quan Son commune to erect warning signs, cordon off areas, barricades, and arrange 24/24 hour duty forces in dangerous areas; not to let people, vehicles, and livestock enter the landslide area.
Localities must closely monitor the weather, proactively evacuate households at risk of being affected, not let people return when safety is not guaranteed; and at the same time ensure essential goods at the evacuation site and implement the "four on-site" motto.
Regarding long-term solutions, Quan Son Commune People's Committee is assigned to urgently complete the dossier proposing to handle 2 landslide points, and send it to the Department of Finance before August 22. At the same time, review households that cannot be stabilized on the spot to propose resettlement plans.
The Department of Finance is assigned to advise on funding support plans, report to the Chairman of the Provincial People's Committee before August 30. The Department of Agriculture and Environment presides over guiding localities to implement solutions, report results and issues beyond their authority before August 31, 2026.
