Thanh Hoa tightens management, prevents legalization of illegal minerals

Thanh Hoa - Chairman of the Provincial People's Committee requests handling of illegal exploitation, exceeding capacity and using invoices to legalize minerals.

On July 13, Thanh Hoa Provincial People's Committee said that the Chairman of the Provincial People's Committee has just issued a directive on strengthening state management in the field of minerals.

Accordingly, the Chairman of Thanh Hoa Provincial People's Committee requested departments, branches and local authorities to strictly control the entire process of mining, transporting, buying, selling, processing and using minerals.

According to the assessment of the Provincial People's Committee, mineral exploitation activities in the past time have contributed to providing materials for infrastructure projects, creating jobs and increasing budget revenue. However, in some localities, illegal exploitation, exploitation exceeding capacity, and exceeding the licensed scope still occur.

Some businesses have not fully implemented regulations on land, environmental protection, environmental renovation and restoration, labor safety as well as financial obligations. Coordination in inspection and supervision at times is not tight.

Notably, the management of electronic invoices and documents proving the origin of minerals still poses a risk of being exploited to legalize illegally mined minerals.

Previously, through inspection of some mineral exploitation points, Thanh Hoa functional agencies discovered violations related to boundary markers, exploitation capacity and requested businesses to rectify and comply with the issued license.

The Chairman of the Provincial People's Committee requested to strengthen inspection and examination of the compliance with mining licenses, scope, boundaries, depth and capacity of each mine.

Functional forces must inspect the installation and operation of weigh stations, cameras and production monitoring equipment; compare actual exploitation data with the amount of industrial explosives used, tax declaration data, invoices and accounting documents.

The Provincial Police are assigned to focus on investigating acts of illegal mineral exploitation, transportation, and trading; legalizing the origin of minerals; tax evasion, tax fraud and cases with signs of crime.

Traffic police forces strengthen inspection of mineral transport vehicles, handle violations of load capacity, covering, environmental protection and origin of goods.

The tax authority is responsible for comparing the declared mineral volume with the weighing station data, cameras and actual output. Cases where there is no license or the license has expired but still declare and pay resource tax to legalize the origin must be transferred to functional agencies for verification and handling.

The Chairman of the Commune-level People's Committee must be responsible if illegal mineral exploitation occurs for a long time or takes advantage of leveling the ground, improving the soil, dredging and building works to take minerals without timely detection and prevention.

Along with tightening management, Thanh Hoa is accelerating procedures for licensing and auctioning mines to ensure material sources for key projects.

As of March 2026, the whole province has 21 projects carrying out mineral recovery procedures during construction, with a total registered volume of more than 22.9 million m3. Of which, more than 1.77 million m3 have been recovered and put into use.

The province has also licensed 4 filling soil mines under a special mechanism, with a total reserve of more than 3 million m3; approved 18 soil mines and 3 sand mines in non-auction areas. At the same time, functional agencies proposed to include 12 mines in the 2026 mineral exploitation rights auction plan.

Recently, the Provincial People's Committee continued to publicly announce non-auction areas for soil and sand mines serving construction materials; and at the same time selected to organize auctions for exploitation rights for some limestone mines.

Businesses must exploit in accordance with licenses, fully fulfill financial obligations, declare and list prices. Businesses exploiting minerals for ordinary construction materials must prioritize supplying to public investment projects, not hoarding goods or arbitrarily increasing prices.
