On July 12, according to PV's investigation, Lai Chau Provincial People's Council has passed Resolution No. 14/2026/NQ-HĐND stipulating the collection, management and use of contribution funds of organizations and individuals engaged in mineral exploitation activities in the province.
According to the resolution, organizations and individuals subject to application must contribute funds at a rate equal to 1% of the resource tax calculation price per unit of raw mineral product corresponding to each group and type of mineral allowed to be exploited.
The collection of fees is carried out by the Lai Chau Provincial Tax Department according to regulations.
The collected funds will be managed and used to invest in new construction, upgrading, renovation, maintenance and repair of works according to the provisions of Decree No. 193/2025/ND-CP of the Government.
The Resolution also stipulates that the management and use of funds must ensure compliance with the provisions of the State Budget Law and legal regulations on investment and construction, as well as relevant legal regulations.
The Provincial People's Council assigned the Lai Chau Provincial People's Committee to organize the implementation.
At the same time, the Standing Committee of the Provincial People's Council, the Boards of the People's Council, the Delegation Groups and delegates of the Provincial People's Council are responsible for supervising the implementation process to ensure the correct implementation of regulations, publicity and efficiency.
