On August 25, the Party Committee of Binh Tien Ward organized a Conference of the Executive Committee of the Ward Party Committee (expanded) to assess the situation and collect opinions on the plan to arrange administrative units.
Binh Tien Ward was established on the basis of merging Ward 1, Ward 7 and Ward 8 of old District 6, with an area of 1.61 km2, much lower than the minimum standard of 5.5 km2, while the population is nearly 92,000 people.
After discussion, the Executive Committee of the Ward Party Committee voted highly unanimously to propose keeping the administrative boundaries of Binh Tien ward unchanged, not continuing to merge with other administrative units.
According to the locality, this proposal was made based on actual assessment of population, socio-economic conditions, infrastructure, historical and cultural traditions, and community cohesion. After the arrangement process, the ward government apparatus is gradually stabilizing, ensuring state management and serving the people.
Maintaining stable boundaries, according to Binh Tien ward, will limit unnecessary disruptions, helping the locality focus resources on socio-economic development, promote administrative reform and improve the quality of service to the people.
In addition to Binh Tien ward, Phu Tho Hoa, Bay Hien and Binh Phu wards have also not met the standards for area but have organized conferences and agreed to propose keeping the boundaries unchanged and not continuing to merge.
Phu Tho Hoa ward was established from the old Phu Tho Hoa ward, combined with a part of Tan Thanh ward and a part of Tan Quy ward in the old Tan Phu district. The ward has an area of about 3.02 km2, with a population of more than 140,000 people.
Based on the assessment of the actual situation, the criteria for classifying administrative units, local management requirements and opinions at the conference, the Executive Committee of the Ward Party Committee unanimously proposed that the Standing Committee of the Ho Chi Minh City Party Committee consider keeping Phu Tho Hoa as an independent administrative unit, not merging with adjacent wards.
The locality believes that maintaining stability will create conditions to continue to consolidate the organizational structure, improve management capacity, and at the same time promote advantages in location, population, infrastructure and existing resources.
Bay Hien Ward was established from Ward 10, Ward 11 and Ward 12 of the old Tan Binh district, with an area of about 2.86 km2 but a population of about 132,252 people.
After assessing the actual factors, the Executive Committee of the Party Committee of Bay Hien ward voted 100% unanimously to propose keeping the current boundaries. At the same time, the locality proposed that Ho Chi Minh City pay attention to supplementing human resources, investment resources, decentralization mechanisms and digital transformation solutions suitable to the characteristics of a large population area.
Binh Phu Ward was formed from Ward 10, Ward 11 in the old District 6 and a part of Ward 16 in the old District 8, with an area of about 2.86 km2 and a population of nearly 76,000 people.
The Conference of the Executive Committee of the Binh Phu Ward Party Committee unanimously agreed 100% with the plan to maintain the current administrative boundaries, without further arrangement or merger during this time.
Previously, in the central area of Ho Chi Minh City, many wards such as Saigon, Tan Dinh, Thanh My Loi, Binh Thanh, Gia Dinh, Binh Loi Trung, Vinh Hoi... with an area of about 1.17 - 4.4 km2, lower than the minimum standard of 5.5 km2, also agreed to propose keeping the status quo, not merging.
According to the direction of the Ho Chi Minh City Party Committee on continuing to study the plan to arrange commune-level administrative units, Party committees of communes, wards, and special zones must send reports proposing plans to the Standing Committee of the City Party Committee through the Organization Committee of the City Party Committee before August 30, 2026.
