According to the direction of the Ho Chi Minh City Party Committee, Party committees of communes, wards, and special zones in the city organized an expanded Party Committee Executive Committee meeting to comprehensively assess the organizational and operational situation after the operation of the 2-level local government model; and at the same time, discuss plans to arrange commune-level administrative units.
After the conference, communes, wards, and special zones must report the results to the Standing Committee of the City Party Committee, through the Organization Committee of the City Party Committee, before August 30, 2026.
In the central area, many wards such as Saigon, Tan Dinh, Thanh My Loi, Binh Thanh, Gia Dinh, Binh Loi Trung, Vinh Hoi... have an area of about 1.17 - 4.4 km2, lower than the minimum level of 5.5 km2 according to Resolution 112/2025 of the National Assembly Standing Committee.
However, these localities all agreed to propose maintaining the status quo.
In Tan Dinh ward, Mr. Le Duc Thanh - Secretary of the Party Committee, Chairman of the Ward People's Council - said that from July 1, 2025 to August 15, 2026, the Ward Public Administrative Service Center received 104,454 dossiers and resolved them on time 100%. The satisfaction rate of people also reached 100%.
During this time, budget revenue in the area reached 2,496 billion VND, disbursement of public investment capital reached 83.4%, completing and exceeding the military service target with a rate of 146.1%.
From practical operation, leaders of Tan Dinh ward believe that administrative boundaries do not need to be adjusted or rearranged for the time being.
The current difficulties mainly stem from the process of task transfer, decentralization mechanism, organizational structure, human resources, facilities, finance and management methods, but there is not enough basis to affirm that the cause lies in the current administrative boundaries.
In Gia Dinh ward, Ms. Nguyen Thu Hien - Deputy Secretary of the Party Committee, Chairwoman of the Ward People's Committee - said that the local apparatus has gradually stabilized, but the work pressure is still very high, especially in the context of implementing the requirements of streamlining staff.
According to Ms. Hien, the assessment of the new government model needs to be linked to the ability to organize, operate and solve practical tasks. Cadres and civil servants are gradually adapting to new positions and tasks, while people are also gradually getting used to administrative boundaries and methods of solving tasks according to the new model.
Therefore, Gia Dinh ward hopes to have more time for the apparatus to stabilize and operate effectively before continuing to consider the arrangement of boundaries.
Not only wards in the central area, communes such as Ba Diem, Hoc Mon, Long Hai also have an area of 16.43 - 27.93 km2, lower than the minimum level of 30 km2 according to Resolution 112/2025 of the National Assembly Standing Committee, also propose not to merge.
In Hoc Mon commune, Mr. Tran Van Chien - Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee - said that the locality has an important position in the Northwest of Ho Chi Minh City, a rapid urbanization rate, plays a role in connecting inter-regions and has strengths in trade - services, industry, and logistics.
In 2025, the total production value of the commune is estimated to reach 10,885 billion VND, of which industry, construction, commerce and services account for about 99.1%.
Currently, Hoc Mon is focusing on preparing and implementing many important transport infrastructure projects, expected to create motivation for socio-economic development in the coming time.
According to commune leaders, if Hoc Mon is merged with neighboring administrative units, the locality may face many problems such as expanding management areas, affecting infrastructure connection, state management, ensuring security and order, and providing public services.
The merger may also lead to the requirement to adjust planning and reorganize the apparatus while the locality is focusing on investing in infrastructure and completing urban criteria.
On that basis, Hoc Mon commune proposed not to implement arrangement and merger and continue to implement the Project to establish Hoc Mon ward based on the current administrative boundaries.
