Lao Cai province has a dense river and stream system along with Thac Ba lake (one of the three largest artificial lakes in Vietnam), these rivers and lakes are scattered, long, and difficult to access by road, so organizing patrol forces is difficult.
With the motto of prevention as the main goal, minimizing inland waterway traffic accidents during the flood season, the waterway traffic police force has proactively deployed many measures to ensure traffic order and safety, protect people's lives and property.
In late July, storm No. 3 passed, but its circulation is still present, storm No. 4 is forming, and is at risk of affecting the mainland in the coming time.




The Traffic Police Department of Lao Cai Province Police coordinated with local authorities to increase propaganda to owners of vehicles, passenger wharves, ship drivers, and traffic participants about legal regulations related to safety of inland waterway traffic.
On July 24, following the Waterway Traffic Police Team No. 2, the reporter noted that the force was patrolling and controlling ship owners, ship drivers, and vehicles in the Huong Ly port area (Yen Binh commune, Lao Cai province).
At the time the reporter recorded, the waterway traffic police force traveled by canoe to each ship, boat, wharf, and inspection site, reminding them to strictly comply with regulations on vehicle registration, inspection, and business conditions for waterway transport.
Request owners of passenger transport vehicles on waterways to temporarily suspend operations when storms make landfall. Resolutely do not let unqualified vehicles operate safely.




Speaking with Lao Dong, Lieutenant Colonel Phung Nguyen Ngoc, Deputy Captain of the Waterway Traffic Police Team No. 2, Traffic Police Department of Lao Cai Provincial Police, said that since the beginning of the rainy season, the unit has proactively deployed synchronous response measures to natural disasters, floods, as well as rescue and relief when situations occur.
In particular, focusing on propaganda and mobilizing people not to participate in waterway traffic when storms occur. Request owners of vehicles on all routes such as the Red River and Thac Ba Lake to temporarily suspend passenger transport when storms make landfall.


In addition, proactively grasp the situation on all routes and wharves to gather vehicles; mobilize all forces and vehicles to be ready to carry out tasks when storms and floods occur.
In addition to prevention work, the waterway traffic police force has stepped up patrols and controls on key and complex routes and areas of watercraft operations, promptly detecting and strictly handling violations such as: violating regulations on the use of professional certificates, professional certificates; violations of registration, inspection...
Along with that, mobilize and coordinate with people and transportation businesses to prepare conditions for people and vehicles ready to respond to any possible situations.
Since the beginning of the year, the waterway traffic police have conducted 85 patrols and inspections. Recorded 8 violations, mobilized 12 vehicle owners who are enterprises and 3 individuals to voluntarily cut off the conversion parts that are not in accordance with the regulations on mineral exploitation vessels.
