After heavy rains caused by storm No. 6 in late October and early November, Bau Na field behind residential area of Team 4 (Truc Lam village, Gio Quang commune, Gio Linh district, Quang Tri province) was flooded.
The water in Bau Na rose, flooding the residential road leading to residential area of team 4, in some places the water was more than 1 meter deep, disrupting people's lives.
Mr. Nguyen Dinh Duc (residing in Team 4, Truc Lam village) said that most recently, in the early morning of November 4, there was heavy rain, and at around 9am the same day, the water rose very quickly and flooded the road leading to his house. Due to the high water level and dangerous travel, Mr. Duc's children had to stay home from school.
According to Mr. Duc, in the past, whenever it rained heavily, the fields next to the residential area would be flooded, but once the rain stopped, the water would recede. Now, when the Eastern bypass project of Dong Ha City was under construction, the road was built as high as a dike, so the water could not drain, causing severe flooding.
Observations show that the Eastern bypass project of Dong Ha City is under construction and the land is raised about 2m higher than the residential road. Meanwhile, the entire long road has only 1 box culvert divided into 3 compartments with a length of about 9m. When it rains heavily, all the water in Bau Na field must flow through here, the small culvert cannot drain in time, causing prolonged flooding.
“The last few times it has only rained heavily, but the Ha Thuong and Truc Kinh irrigation dams have not yet released their overflow. If they do, the flooding will be even more serious,” said Nguyen Dinh Ha (living in Team 4, Truc Lam village).
Worried about having to live with flooding, dozens of households in Truc Lam village wrote a collective petition to the local government, requesting to add more drainage culverts to the eastern bypass project of Dong Ha city.
Mr. Tran Huu Hung - Director of the Department of Transport of Quang Tri province said that he had received feedback from people in Truc Lam village about the flooding situation due to the construction of the Eastern bypass project of Dong Ha city. The Department of Transport received feedback from people, and will request related units to inspect and recalculate to arrange additional drainage.
“In the past, whenever it rained, water would flood the fields. Now, with the construction of bypass roads and embankments, the water has difficulty draining, causing flooding. We will check and supplement the drainage system to limit flooding, affecting people's lives,” Mr. Tran Huu Hung affirmed.
