On September 18, at km 205 of Vinh Hao - Phan Thiet expressway through Ham Tri commune, Ham Thuan Bac district, Binh Thuan, there were many construction machines on both sides of the road rolling, scraping soil and filling the ground.
This location is for the construction of the highway rest stop. The construction area is fenced, posted with signs and stakes. Engineers and commanders are directly at the site to measure and observe the construction vehicles. The area of the rest stop is 10 hectares including the left and right sides of the route.
Mr. Pham Quoc Huy, Executive Director of Vinh Hao - Phan Thiet Expressway (Project Management Board 7, Ministry of Transport) said that the construction unit is leveling the ground of the Vinh Hao - Phan Thiet Expressway rest stop at km 205.
According to the Department of Transport of Binh Thuan, the site clearance work for 2 rest stops on the Vinh Hao - Phan Thiet expressway, at the rest stop Km 205 of the Vinh Hao - Phan Thiet expressway, the People's Committee of Ham Thuan Bac district has mobilized 13/15 households to agree to receive advance payment and hand over the site to the investor in advance, 8.67 ha/10 ha. The remaining 2 households have not agreed to hand over the site, the People's Committee of Ham Thuan Bac district is continuing to mobilize to hand over the site in September 2024.
At the rest stop at km 144 of Vinh Hao - Phan Thiet highway, Tuy Phong district People's Committee is appraising the draft budget for adjusting the planning and land use plan; and is carrying out compensation, support and resettlement procedures according to regulations.
Previously, these two rest stops were stuck in site clearance because they were outside the land use planning of the two districts. To keep up with the progress, the Ministry of Natural Resources and Environment agreed to add them to the land use planning of the two districts using a simplified procedure.
To keep up with the proposed schedule, the solution applied is to calculate the preliminary cost of compensation for site clearance, the investor will pay the people in advance and then receive the construction site, in parallel with completing legal procedures, then continue to pay the remaining amount to the people.
The Vinh Hao - Phan Thiet Expressway is 100.8km long, the entire route passes through Binh Thuan province and up to now, after more than 15 months of operation, there is only 1 temporary rest stop on this expressway.
