Piloting electric three-wheeled vehicles, eliminating self-made vehicles

The Ministry of Public Security has just proposed the Project "Production, assembly and pilot registration for circulation and use of electric three-wheeled vehicles". This vehicle is aimed at being used in 3 main groups of activities: Urban waste collection and transportation; postal services, logistics; fire prevention and fighting (PCCC), rescue and salvage (CNCH) and road washing.

Progress in mechanizing green urban transport

The Ministry of Public Security affirmed that the research on this type of vehicle is not aimed at restoring the self-made three-wheeled vehicle model but towards a new type of vehicle that meets technical safety standards, protects the environment and is strictly managed. This is also a specific step to promote the development of vehicles using green energy and promote the domestic electric vehicle manufacturing industry.

The project stems from the practical need to mechanize urban activities that are still heavily dependent on manual labor: Waste collection: Replacing rudimentary vehicles in small alleys that are limited in productivity and transportation capacity. Fire prevention and fighting & rescue support: Becoming a mobile vehicle in crowded residential areas, deep alleys - where specialized fire trucks are difficult to access.

The vehicle will be equipped with demolition equipment, fire extinguishers and first aid tools to handle initial situations. Pilot scope: Expected to be deployed in large cities, densely populated areas, many alleys; and at the same time study and apply in island areas and eco-tourism areas.

Decisively handle the "3 no's" self-made vehicles

In fact, currently, most three-wheeled cargo vehicles in Hanoi are self-made vehicles "3 no" (unregistered, uninspected, unsafe). Although the cylinder capacity is only about 100cm3, these vehicles often overload, have poor braking systems, and become "mobile deaths" threatening pedestrians.

Statistics from the Traffic Police Department of Hanoi City Police show that each month the unit handles hundreds of violations related to homemade vehicles and carrying bulky goods. However, this situation still recurs after each peak period. Major Dang Dinh Hoang (Hanoi Traffic Police) shared: "The drivers are mostly poor workers, often using livelihood as a reason. However, functional forces are determined to propagate and handle because they cannot use livelihood as a reason to endanger the community.

Agreeing with tightening management, Dr. Khuong Kim Tao - a traffic expert, said that it cannot just stop at "chasing" on the road but needs stricter legal regulations such as confiscating vehicles or criminal handling for intentional violations to resolve them thoroughly.

Talking to reporters, Mr. Do Anh Tuan - Head of Training and Training Department (Vietnam Fire Prevention and Fighting and Rescue Association) highly appreciated the feasibility of the project, Mr. Tuan noted that the implementation needs to be calculated methodically: Clearly define the function: Fire prevention and fighting electric three-wheeled vehicles should only play the role of initial mobility support. It is necessary to clearly quantify engine power, battery capacity, rotation radius, payload and carrying equipment. Infrastructure and design: Vehicle design must be based on actual data on alley width, water source, charging infrastructure and urban development forecasts in the next 10-15 years. Management mechanism: It is necessary to clearly stipulate the management unit, operating force, maintenance process and charging/replacing battery mechanism. Vehicles must be registered, numbered and equipped with journey monitoring devices.

If not carefully planned, the project may create inappropriate products, low efficiency, easily misused, causing waste of resources and unintentionally generating more "vehicle waste" for the city" - Mr. Tuan emphasized.
