On August 10, at the Government Headquarters, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc chaired a working session with the Ministry of Public Security and a number of related ministries and sectors on the Project "Production, assembly and pilot registration of circulation and use of electric three-wheeled vehicles" proposed by the Ministry of Public Security.
The Government Authority of Information and Communications said that, according to the project, electric three-wheeled vehicles are being researched, produced and piloted for use in three groups of activities: Urban waste collection and transportation; post and logistics; fire prevention and fighting (PCCC) support and road washing.
The proposal for this type of vehicle stems from the need to mechanize some urban activities that are still heavily dependent on manual methods. In garbage collection, vehicles currently in many small alleys are still limited in terms of carrying capacity and productivity.
In fire prevention and fighting support work, electric three-wheeled vehicles are oriented as a mobile support vehicle in crowded residential areas, deep alleys, small alleys, where specialized fire trucks may have difficulty accessing the scene. The vehicle can be designed to carry equipment for fire fighting, rescue, and initial situation handling.
The Ministry of Public Security emphasized that the research on electric three-wheeled vehicles is not aimed at restoring the previous self-made three-wheeled vehicle model but towards a new type of vehicle, meeting requirements for technical safety, environmental protection and being managed and used in an appropriate scope. This is also placed in the direction of developing vehicles using green energy and promoting domestic electric vehicle production.
The project is expected to be piloted in large cities, areas with high population density, many small alleys, narrow streets; and at the same time study and apply it in some island areas, eco-tourism areas and green tourism development areas.
At the meeting, Standing Deputy Prime Minister Pham Gia Tuc said that the deployment of electric three-wheeled vehicles, used for some activities such as collecting and transporting domestic waste, postal services, logistics, and fire prevention and fighting support is necessary. However, the Ministry of Public Security needs to continue to clarify some contents to complete the project.
The Standing Deputy Prime Minister said that the Project needs to focus on prioritizing waste collection and transportation activities; calculate the actual needs and development trends of postal and logistics activities, to determine a suitable pilot scale; and consider the possibility of supporting fire prevention and fighting activities with this type of vehicle.
The Standing Deputy Prime Minister also noted that it is necessary to clarify the feasibility and sustainability of socialization when implementing the project. Not only considering investment and production of vehicles, but also considering the costs for vehicles to operate, maintain and ensure efficiency.
For local waste collection activities, it is necessary to consider the current funding mechanism and the ability of enterprises to participate, because socialized enterprises are not state-owned public utility enterprises. At the same time, it is necessary to exchange with localities about actual needs and the ability to use vehicles.
However, the project needs to consider feasibility in cases where localities already have other collection and transportation solutions; do not set requirements that require the State to allocate funds or localities to implement according to a model when there are other more effective plans.
