The Ministry of Justice has just announced documents appraising the draft Decree amending and supplementing a number of articles of Decree No. 06/2022/ND-CP on greenhouse gas emission reduction and protection of the ozone layer.
In which, the draft report of the Ministry of Agriculture and Environment - the drafting agency - said that in the past time, the Ministry has actively directed the Department of Climate Change to organize the implementation, dissemination, propaganda and guidance of relevant subjects to seriously implement legal regulations on climate change, including the field of protecting the ozone layer.
The synchronous implementation of management measures has made an important contribution to helping Vietnam complete the correct roadmap for eliminating controlled substances under international treaties to which Vietnam is a member.
According to statistics from the International Ozone Secretariat, by August 2025, Vietnam had prevented the emission of about 240 million tons of CO2 equivalent, showing strong efforts in implementing the Vienna Convention and the Montreal Protocol.
In the coming period, with the implementation of the National Plan on the management and elimination of controlled ozone-depleting substances and greenhouse gases in the period 2024-2045, Vietnam is expected to continue to directly reduce more than 11 million tons of CO2 equivalent, thereby affirming its commitment to accompanying the international community in the goal of net emissions at "0" by 2050.
As of the end of September 2025, 373 businesses have registered to use controlled substances, of which more than 80 businesses are eligible to be allocated import quotas for controlled substances.
Although many positive results have been achieved, the process of implementing legal regulations on protecting the ozone layer still has some difficulties and limitations.
First of all, many businesses and organizations subject to registration to use controlled substances have not been fully disseminated about the content of relevant legal documents.
This is especially common in groups of organizations owning controlled substance-containing equipment such as air conditioners with a capacity of 26.5 kW (90,000 BTU/h) or more or industrial refrigeration equipment with an electrical capacity of 40 kW or more, including buildings, complex areas, large-scale production facilities...
In the process of surveying and assessing the current situation in 2024-2025, the Department of Climate Change found that in many localities, human resources for climate change are still thin, while funding for propaganda and dissemination of laws is almost non-existent.
Therefore, the work of guiding, thoroughly grasping and disseminating legal regulations on protecting the ozone layer is still limited; some concurrent officials at the Departments of Agriculture and Environment (formerly the Department of Natural Resources and Environment) do not firmly grasp the content of the documents, leading to slow dissemination and guidance of businesses in the locality.
