Later, when Vu Oai solid waste treatment center closed and returned a part of the land to the old Ha Long city, half of the waste of Ha Long city (Tay Ha Long) was transferred to Khe Giang waste treatment plant, Thuong Yen Cong commune, old Uong Bi city (now Yen Tu ward, Quang Ninh province); the remaining half (Dong Ha Long) was returned to the land that Vu Oai solid waste treatment center returned to bury. The waste of the old Cam Pha city is transferred to the current Dong Mo waste treatment area, Mong Duong ward.
In fact, this is just a landfill, so it always causes air and water pollution, making people angry. The peak was during the recent storm No. 3, prolonged heavy rain caused foul water to overflow from the landfill. With no other choice, many people have blocked garbage trucks and not put them on the landfill, causing garbage to gradually congest on the roads and residential groups.
Previously, the stream water was very clear, since the landfill was built, it always had the color of fish sauce. Fish, even mermaids, cannot survive" - Mr. Be Van Thao, a resident of Zone 10, Mong Duong Ward, said.
Through the investigation of Lao Dong Newspaper, the reason for this situation is that the garbage collection and treatment unit here has not been paid for for a long time. The reason is that the designed capacity has been exhausted for a long time, so there is no basis for payment for the excess filling.
Up to now, all waste from communes and wards in the old Cam Pha City area (about 200 tons/day) has been transferred to Khe Giang Waste Treatment Plant, Yen Tu Ward - about 60km away.

Can't patch that hole forever
To fundamentally solve the problem of waste, people suggest that Quang Ninh province should quickly build more modern waste treatment plants to protect people's health and the environment, especially Quang Ninh, one of the major tourist centers of the country.
According to the Quang Ninh Provincial Planning to 2030, the rate of collection and treatment of household waste must reach over 99% in urban areas, island communes, tourist communes and 90% in rural areas.
At the same time, each locality (13 districts, towns and cities in the old city) must arrange at least one solid waste treatment facility or reserve land to arrange a solid waste treatment area.
According to the report of the Quang Ninh Department of Construction, the amount of domestic solid waste generated in Quang Ninh province is about 1,300 tons/day, equivalent to 455,301 tons/year, of which the urban area is 988 tons/day.
According to calculations, by 2030, the province's domestic solid waste will generate about 862,000 tons/year (about 2 times higher than today).
To attract investors in this field, the province has approved the Project to adjust the planning of solid waste management in the province with 5 regional solid waste treatment areas.
However, according to the representative of the Department of Construction of Quang Ninh province, up to now, only 3 waste treatment plants in the form of maximum incineration have come into operation in Trang Luong (old Dong Trieu town), Khe Giang (old Uong Bi city) and Quang Nghia (old Mong Cai city).
Mr. Le Quang Thang - Chairman of the Board of Directors, General Director of Viet Long Investment and Construction Joint Stock Company - informed that the investor of Khe Giang Waste Treatment Plant - has now increased the plant's capacity to treat over 500 tons/day, enough to receive all the waste of the old Cam Pha City.
Mr. Thang said that if the province supports, especially creating capital conditions, the company is willing to invest in increasing capacity to receive more waste.
Viet Long Investment and Construction Joint Stock Company is studying investment in a waste-to-energy plant in Quang Ninh, with a total capital of about 700 - 800 billion VND. The project will take advantage of the heat energy from Khe Giang Waste Treatment Plant to generate electricity or produce gas, contributing to reducing pollution and providing clean energy. The first modules are expected to be tested for power generation by the end of this year.
