On the morning of December 19, a consortium of investors including Dai Quang Minh - Van Phu - MIK Group - Thaco - T&T Group - Hoa Phat Group held a groundbreaking ceremony for the Red River Landscape Avenue Construction Investment Project under the direction of the Hanoi People's Committee. The groundbreaking ceremony of the project was attended by National Assembly Chairman Tran Thanh Man.
Rebuilding urban space along the river
The Red River Landscape Avenue axis is one of 234 key projects and works in 34 provinces and cities that simultaneously started construction, inaugurated, and opened to technical traffic to celebrate the 14th National Congress of the Party. The project's groundbreaking contributes to realizing the country's strategic development orientations, while concretizing the development goals of the capital Hanoi in the new period.
Speaking at the groundbreaking ceremony of the project, Chairman of Hanoi People's Committee Vu Dai Thang said that the Red River is a river associated with the history of formation and development of Thang Long - Hanoi. However, for a long time, the space on both sides of the river has not been exploited commensurate with the potential, and has been cut off by a dike system, unsynchronized infrastructure, and has not created a driving force for development in the central urban area.
Investing in the construction of the Red River Landscape Avenue Axis is an objective and urgent requirement to rebuild urban space along the river, complete infrastructure, and open up a more sustainable and modern development direction.
"The implementation of the Red River Scenic Avenue construction investment project aims to complete the transport infrastructure system, promote the development of urban space along both sides of the river, create urban space along both sides of the Red River in accordance with the orientation of sustainable development, improve the quality of the central urban area of the capital; in line with the direction of General Secretary To Lam at the working sessions of the Politburo with the Hanoi Party Committee; also in line with the spirit of the Politburo's resolutions such as Resolution 15 on the development direction of Hanoi Capital, Resolution 68 on private economic development" - Mr. Vu Dai Thang emphasized.
According to the Chairman of the Hanoi People's Committee, when completed, the Red River Scenic Avenue will not only be a traffic project but also form a modern cultural, ecological, and landscape space; ensure safety against floods, contribute to urban reconstruction, improve the quality of life of the people, create momentum for socio-economic development, and make an important contribution to the double-digit growth target in the period of 2026 - 2030.
Hanoi City is committed to focusing on direction, closely coordinating with ministries, branches at the central level and related units, ensuring that the project is implemented on schedule, with quality and efficiency; strictly complying with legal regulations, especially attaching importance to the legitimate rights and interests of the people in the project area.
Expected to be completed in 2030
The investment project to build the Red River Scenic Avenue Axis has a scope of implementation along the Red River, from Hong Ha Bridge to Me So Bridge, within the administrative boundaries of 19 communes and wards of Hanoi.
In which, the right side of Hong passes through 12 communes and wards including: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, Hong Van. On the left side, Hong passes through 7 communes and wards including: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, Bat Trang.
The scale of the project implementation area is about 11,000 hectares, including a traffic a wheel of about 80km; a system of landscape and entertainment parks with an area of about 3,300 hectares; and a site clearance area for urban reconstruction of about 2,100 hectares.
The Red River Landscape Avenue construction investment project is divided into independent component projects, ensuring feasibility and convenience in organization and implementation.
Key component projects: Component project 1 is implemented on the left bank of the Red River, including the traffic Avenue axis on the Ta Ngan side; landscape park, entertainment; site clearance for urban reconstruction.
Component project 2 is being implemented on the right bank of the Red River, including the right bank traffic Avenue; landscape park, entertainment; and site clearance for urban reconstruction.
This component project includes an initial independent component sub-project, which was to invest in building a public park in Phu Thuong ward to serve the groundbreaking ceremony.
Component project 3 is to invest in an underground metro line on the right bank of the Red River with a length of about 45km. The establishment of the underground metro line aims to synchronously connect with the city's urban railway system, ensuring the development of modern and long-term transport infrastructure.
Component project 4 is a resettlement urban area, implemented on site within the scope of a comprehensive investment project in the form of high-rise apartment buildings; at the same time, it is possible to consider implementing it in adjacent land funds to pay investors, including low-rise housing and high-rise apartments.
According to the report of the Standing Committee of the City People's Committee Party Committee, the preliminary total investment of the Red River Landscape Avenue Axis Project is about 855,000 billion VND.
Investors selected to implement the project must fully meet the financial capacity conditions according to regulations and be responsible for completing investment policy procedures within 6 months.
The project is expected to be completed in 2030.
