Encountering site clearance
The project to invest in building, upgrading and expanding road 70 (section from Trinh Van Bo to the end of the old Nam Tu Liem district) was approved by the Hanoi People's Committee on March 15, 2024. The project passes through Xuan Phuong ward, Tay Mo ward and Son Dong commune, invested by Tay Mo ward People's Committee, with a total investment of more than 3,377 billion VND.
Regarding site clearance, in Xuan Phuong ward, the recovered area is about 139,208.7m2; land recovery notices have been issued for 338/510 households (reaching 66.3%), striving to be completed in the fourth quarter of 2026. In Tay Mo ward, the recovered area is about 68,879.6m2. For 59 agricultural land households (13,338.7m2), households have received money and handed over the site. The locality sets a target to complete site clearance in the fourth quarter of 2026.
For Son Dong commune, the recovered area is about 21,231.3m2. Among them, the biggest difficulty currently is that the resettlement location for households whose land is recovered has not been approved. Son Dong Commune People's Committee has issued a document proposing the City People's Committee to consider and resolve. The plan to complete site clearance is also set by the locality in the fourth quarter of 2026.
At the National Highway 21B upgrade and expansion project, the section from the beginning of provincial road 427 to Kim Bai town (investor Thanh Oai Commune People's Committee), the current construction volume has reached about 82%, but some sections of the route about 520m long have not been completed due to site clearance.
The project to upgrade and expand National Highway 21B section from Kim Bai town to the Vác intersection (investor: Dan Hoa Commune People's Committee) has a total investment of about 386.2 billion VND, implemented in the period 2021-2026. To date, the project has basically completed the items of foundation, road surface, drainage, green trees, and lighting on the handed-over site; the total construction volume has reached about 95%. However, site clearance work still faces many difficulties.
The project to upgrade and expand National Highway 21B, the section from Thach Bich bridge to the intersection of provincial road 427 and the section from Vac intersection to the end of the old Thanh Oai district (now belonging to Binh Minh, Dan Hoa communes; investor Binh Minh Commune People's Committee) has a total investment of about 382.3 billion VND, implemented in the period 2021-2026. Construction items on the handed-over site have been basically completed. However, site clearance is still slow, which is the main reason why the project has not ensured the schedule according to the plan.

Key stage deciding the progress of the entire project
Regarding the implementation of the above 2 projects, Chairman of the City People's Committee Vu Dai Thang emphasized the requirement to accelerate the progress of site clearance, considering this as a key stage determining the progress of the entire project.
Regarding the Project to invest in building, upgrading and expanding Road 70, Mr. Vu Dai Thang said that the mechanisms and policies serving compensation, support, and resettlement are basically complete. In case there are still problems, departments and branches are responsible for coordinating to remove them immediately; localities are allowed to flexibly apply the policies issued by the city.
There is no reason to prolong the progress. If site clearance is delayed, it will directly affect public investment disbursement and socio-economic development efficiency" - Chairman of the City People's Committee emphasized.
Chairman of the City People's Committee Vu Dai Thang requested 3 localities Tay Mo, Xuan Phuong, Son Dong to focus highly, mobilize the entire political system to participate, and completely complete site clearance work in the second quarter of 2026, instead of extending it to the end of 2026. For resettlement locations that are still problematic, assign relevant departments and branches of the city to urgently review and complete procedures, and soon arrange to serve the project.
Regarding the National Highway 21B upgrade and expansion project, the Chairman of the City People's Committee requested relevant units to fully apply current mechanisms and policies in the project implementation process, with the highest goal of ensuring the best interests of the people. Along with that, localities need to strengthen mobilization work, create consensus for people to accompany in the process of renovating and upgrading the road.
Mr. Vu Dai Thang also assigned the Department of Construction to closely coordinate with relevant localities to implement the project in a comprehensive manner, in accordance with the urban development orientation of the area.
Regarding progress, city leaders requested units to focus highly on completing site clearance work in June 2026. After that, construction and installation items must be deployed quickly.
