Ho Chi Minh City Ring Road 2: 18 years of planning still unfinished
Approved for planning 18 years ago, the 64 km long Ring Road 2 is now only 50 km complete, the remaining 14 km is divided into 4 unclosed sections.
Of which, section 3 from Pham Van Dong Avenue to Go Dua intersection 2.7 km long) has been implemented under the BT (build - transfer) form since 2017, with a total capital of more than VND 2,700 billion.
However, the project has been stalled since 2020 when it only reached about half of the volume, due to land clearance problems and the completion of contract procedures and payment land fund.
Recently, along with the 10,000 billion VND flood prevention project, the Government has issued a resolution to resolve this issue. The Ho Chi Minh City People's Committee has assigned relevant departments to promptly adjust the feasibility study report and negotiate with investors.
The project is expected to be restarted at the end of this year and completed in 2027.

In addition, two other sections including Phu Huu Bridge to Vo Nguyen Giap Street (3.5 km) and from Vo Nguyen Giap Street to Pham Van Dong (2.8 km) have implemented a package to relocate infrastructure and clear mines since April 2025.
The total capital for these two sections is more than 13,800 billion VND, of which site clearance accounts for 8,600 billion VND. It is expected that the construction and installation work will start in October 2025 and be completed on April 30, 2027.
The final section from National Highway 1 to Nguyen Van Linh Street (5.3 km) with an investment capital of about VND 16,400 billion has not yet been approved, expected to be implemented before 2030.
Ho Chi Minh City Ring Road 3: Many sections are preparing to open to traffic
The Ring Road 3 route is more than 90 km long, passing through Ho Chi Minh City, Dong Nai, Binh Duong, Long An. Previously, the route had completed the My Phuoc - Tan Van section (15.3 km) and the section from DT.25B (Dong Nai) to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway (including Nhon Trach Bridge) to be put into operation from August 2025.
The remaining 76 km was invested with a total capital of nearly VND 75,400 billion, starting from June 2023. Of which, the section through Ho Chi Minh City, previously 47 km long, now accounts for about 54% of the volume.

At the end of this year, it is expected to open the 14.7 km elevated section through Thu Duc City (formerly) and the 32.6 km section through Cu Chi, Hoc Mon, Binh Chanh (formerly). The entire Ring Road 3 will be completed and put into operation on June 30, 2026.
Ho Chi Minh City Ring Road 4: Complete before 2030
The Ring Road 4 project is 203 km long, passing through the localities of Ho Chi Minh City, Dong Nai, Tay Ninh (after the merger).
Of which, the 47 km long section through Binh Duong (old) has been started since June 2025. The remaining sections are about 160 km long with a total investment of more than VND 120,400 billion and were approved by the National Assembly in June 2025.

According to the Ho Chi Minh City Department of Construction, the entire route requires more than 1,415 hectares of land, affecting nearly 5,900 households. The cost of compensation, support, and resettlement is estimated at about VND41,090 billion.
Currently, localities are urgently reviewing and developing plans for site clearance and creating clean land funds to start construction in 2026 and complete before 2030.
When Ring Road 2 is closed and Ring Roads 3 and 4 are completed, Ho Chi Minh City will form a strategic transportation network, connecting vertically - vertically with national highways and urban main roads. This is expected to be a driving force to help Ho Chi Minh City and the whole region develop strongly, reduce the pressure of inner-city traffic congestion, expand urban space and promote socio-economic development.
