The urgent landslide recovery project in group 15, Hoa Binh ward (formerly group 15, Dong Tien ward, Ngoc 2 residential group, Trung Minh ward) has a total investment of over 499.8 billion VND.
The project has a length of 2,015m, designed with a combination of a sloped embankment and a reinforced concrete retaining wall, along with a drainage system and steps to serve people's lives.
The project progress is 900 days, started in October 2021, expected to be completed in April 2024, and has been extended to December 31, 2026.
However, up to now, the project still has many problems in site clearance and construction organization, leading to the risk of being behind schedule.

On October 30, according to the reporter of Lao Dong Newspaper, the project is located about 2km from Hoa Binh Hydropower Plant. At the construction site, many embankment sections have been formed. However, between completed sections, there are still many unfinished construction locations.
According to the report of the Management Board of Agricultural and Environmental Projects (Department of Agriculture and Rural Development of the old Phu Tho province), as of mid-October 2025, the contractor has constructed about 492m of concrete embankment walls, 1,100m of embankment structure, about 3,443/5,362 stone carpets and 900 bored piles.
The volume of implementation is estimated at about 190 billion VND, equivalent to more than 54% of the construction value according to the contract.
There are currently 41 affected households that have to be resettled but have not been allocated land. Many sections cannot be constructed due to sand and gravel gathering areas.
In addition, during the rainy season, the rainy weather combined with the flood discharge of Hoa Binh Hydropower Plant caused the downstream water level to rise, leading to the inability to carry out construction of the items.

The Project Management Board has requested the People's Committee of Hoa Binh Ward to promptly arrange resettlement for the remaining households and organize the relocation of the material gathering area to hand over the site. At the same time, it is recommended that the province continue to allocate enough capital to ensure the project is completed in 2026.
At the project progress inspection in mid-October, Vice Chairman of Phu Tho Provincial People's Committee Dinh Cong Su pointed out that the construction progress of the project is currently slower than planned.
The Vice Chairman of Phu Tho Provincial People's Committee requested Hoa Binh Ward People's Committee to speed up the review of documents, procedures and resettlement land plots for the project.
Investors need to implement the project on schedule, coordinate with relevant units to closely monitor the construction progress, speed up compensation, support and resettlement.
Construction units need to arrange equipment, machinery, and human resources to focus on speeding up progress; continue to implement the work underway, overcome difficulties, and ensure the completion of the project.
