The Hoa Binh - Hanoi regional connecting road and Son La expressway (Hoa Binh - Moc Chau) with a total investment of 4,120 billion VND were ordered to start construction by Prime Minister Pham Minh Chinh in early 2023.
The project is invested by the Hoa Binh Project Management Board. The project is over 49km long with a total investment of VND 4,120 billion, including 02 sections: Section 1 from Kim Boi commune connecting to the Hoa Lac - Hoa Binh planned expressway axis in Ky Son ward; section from Ky Son ward connecting Da Bac commune.
In October, according to the reporter of Lao Dong Newspaper, at the construction site of the Hoa Binh - Hanoi Regional Link Road Project and Son La Expressway (Hoa Binh - Moc Chau section), the construction atmosphere has become more urgent than ever.
The sound of excavators and bulldozers echoed regularly along the sections of the route that had been handed over the site, demonstrating the determination of the construction units in speeding up the progress of a key infrastructure project in the Northwest region.
According to the report of the Hoa Binh Project Management Board, by early October 2025, the contractor will construct the route with a total construction value of over 509 billion VND, equivalent to 30.56% of the contract value.
The accumulated capital allocated to implement the Regional Link Road project has reached over VND 2,303 billion. The capital allocated in 2025 alone is nearly 1,057 billion VND, of which the disbursement in 2025 to date is over 117.6 billion VND, reaching 11.13%. Accumulated to date, over VND 1,353.7 billion has been disbursed, reaching 58.78%.
Regarding site clearance, the entire route has been handed over about 23.5/32km, reaching 75%. Many localities have basically completed the project, but there are still interspersed sections that are difficult to access for construction.
The main reason is due to difficulties in verifying the origin of land use, overlapping land records, some households have not agreed with the compensation plan or have not been resettled.

At the inspection of the construction progress and compensation, support and resettlement work of the project in mid-October, Vice Chairman of Phu Tho Provincial People's Committee Quach Tat Liem directed departments, branches and units to focus on speeding up the site clearance progress, etc. Propaganda, mobilization, and removal of obstacles for some households, and may apply enforcement measures if they still do not comply with legal regulations.
At the same time, review and adjust cases of incorrect records, have public announcements in accordance with procedures and regulations; complete procedures for early land allocation for resettlement support; agree on a plan to supplement funding for road construction for households and replace it with a resettlement plan.
The Vice Chairman of Phu Tho Provincial People's Committee emphasized that units and localities need to focus highly to complete site clearance in November 2025.
