Progress of construction of 7 bridges across the Red River

Hanoi - 7 bridges across the Red River (Tu Lien, Tran Hung Dao, Ngoc Hoi, Thuong Cat, Van Phuc, Hong Ha, Me So) have handed over 100% of the site according to the project boundary.

On August 12, Member of the Party Central Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired a meeting of the Steering Committee for key projects of the city; and reviewed the progress of important projects in the transport sector.

The projects must be completed around July 2027.

Reporting at the meeting, Director of the City Traffic Construction Investment Project Management Board Ngo Ngoc Van said that to date, 7 bridges across the Red River (Tu Lien, Tran Hung Dao, Ngoc Hoi, Thuong Cat, Van Phuc, Hong Ha, Me So) have handed over 100% of the site according to the project boundary.

In which, Tu Lien bridge, Tran Hung Dao bridge have handed over 100% of the site but still have problems related to demolition of works, relocation of technical infrastructure works. Thuong Cat bridge must clear additional ground of about 1.147ha due to project adjustment approved by the city on July 30, 2026.

According to the city's direction, the projects must be completed around July 2027 to serve travel needs.

At the meeting, Director of the City Civil Works Construction Investment Project Management Board Tran Dinh Cuong reported on the progress of Component Project 2 investing in the construction of Ring Road 3.5 section from Phuc La - Van Phu to Phap Van - Cau Gie expressway; investing in building an elevated intersection between Ring Road 3.5 and Thang Long Avenue (key project for the 2021-2025 period).

For Ring Road 3.5, after the city approved the project on July 13, the Board has focused on deploying site clearance work. According to reports, all 6 communes and wards with projects passing through are being drastically implemented. Regarding construction investment, the Board has deployed contractor selection, expected to start construction around August 20, the section from Ngoc Hoi bridge to the intersection with the Phap Van - Cau Gie expressway.

According to the direction of the leaders of the City People's Committee, the goal is that when Ngoc Hoi bridge is completed in July 2027, the road must also be connected from Ngoc Hoi bridge to National Highway 1A and Phap Van - Cau Gie expressway. Based on the commitment to the site handover progress of 6 communes and wards, the Board commits that if there is enough land by the end of September, the project will be completed in July 2027, ensuring the connection of Ngoc Hoi bridge with National Highway 1A and Phap Van - Cau Gie expressway.

Regarding the Ring Road 3.5 intersection project with Thang Long Avenue, the Board also committed to striving to complete it in 2027.

At the meeting, Vice Chairman of the City People's Committee Bui Duy Cuong requested the Department of Construction, in its role as the presiding agency advising the city, to base on the "track" to supervise the implementation progress. Accordingly, the Department of Construction performs the function of state management, presiding over monitoring and supervising progress according to the "track"; Project Management Boards and investors directly urge contractors. Progress must be updated and reported to the city weekly and monthly, ensuring strict control of each work milestone.

Improving the quality of works, using public investment resources effectively

Speaking at the meeting, Chairman of the City People's Committee Vu Dai Thang said that in the past time, the city has focused highly, creating all favorable conditions for key traffic projects, especially ring roads and bridges across the Red River, to be implemented synchronously and on schedule.

The Chairman of the City People's Committee noted that site clearance must not only stop at handing over land from people, but must also be synchronized with the relocation of underground and above-ground technical infrastructure works. Reality shows that there are projects that have completed site clearance for people's land but underground and above-ground works have not been relocated, leading to contractors not being able to organize construction.

The Chairman of the City People's Committee requested departments and agencies, especially the Department of Construction, the Department of Industry and Trade and related units, to synchronously coordinate site clearance work with the relocation of technical infrastructure works. At the same time, in the process of formulating and appraising planning and projects, it is necessary to fully calculate the relocation plan of infrastructure works, especially the power line system.

Regarding tasks for the coming time, Chairman of the City People's Committee Vu Dai Thang requested departments and branches to focus on two key issues.

First, review planning work, especially route planning of traffic projects in underdeveloped areas, ensuring closeness to the current situation, minimizing the need to clear ground through residential areas, thereby reducing costs and improving investment efficiency.

Second, pay special attention to the quality and construction solutions for all projects, promote the application of modern machinery, equipment and technology to shorten progress. After completing site clearance and relocating technical infrastructure projects, construction must be organized immediately, not letting the site be slow to put into operation.

Project management boards, departments, branches and localities continue to promote the spirit of responsibility, closely coordinate, proactively remove difficulties, and put the site into construction as soon as possible. Thereby, improving the quality of works, using public investment resources effectively, contributing to the implementation of the city's development goals" - Chairman of the City People's Committee Vu Dai Thang requested.
