On June 16, the Steering Committee for site clearance of investment projects in Hanoi City worked with relevant departments, branches, and localities to review the progress of key projects and the situation of site clearance (GPMB) in the area.
Completing site clearance for 6/7 Red River overpass projects
At the working session, representatives of the Hanoi Department of Agriculture and Environment said that the site clearance for key projects in the city has had many positive changes, and the implementation progress has clearly improved compared to before.
In the group of 7 Hong River overpass projects, relevant communes and wards have completed site clearance for 6 projects, only Tran Hung Dao bridge is completing the final stages.
For traffic routes to handle traffic congestion bottlenecks, the city has completed site clearance for major projects, such as: Ring Road 1, Hoang Cau - Voi Phuc section; Ring Road 4 - Capital Region; Tam Trinh road; traffic route surrounding the Chu Van An memorial area and the connecting route of Thang Long Avenue with the Hanoi - Hoa Binh expressway.
With projects being implemented such as: Ring Road 3 (in the communes: Phuc Thinh, Dong Anh, Thu Lam); Ring Road 3.5; National Highway 6, Ba La - Xuan Mai section; Tay Thang Long road; Linh Nam road expansion, site clearance work continues to be focused on by localities to ensure progress according to the direction of the City Party Committee and the City People's Committee.
For some large and important projects of the city, such as: Hanoi International Sports Urban Area; Red River Landscape Avenue; Health - Elderly Health Care Complex - Hanoi Medical University in Hoang Mai ward; Digital and Mixed Technology Park Area, the road connecting Gia Binh airport with the Capital..., land acquisition and site clearance are also being implemented synchronously.
New mechanisms and policies to remove obstacles in resettlement
Speaking at the conference, Vice Chairman of Hanoi People's Committee Bui Duy Cuong said that basically localities and units are closely following the progress according to the direction of the City Party Committee and the City People's Committee, the progress of the project.
Clarifying recommendations related to site clearance work, the Vice Chairman of the City People's Committee noted that at the recent specialized session, the City People's Council passed many resolutions to implement a number of specific mechanisms and policies according to the Capital Law 2026. Including policies to remove obstacles in resettlement; support for leased houses owned by the State and some cases of unlicensed construction existing since 2014 located on land eligible for compensation...
The Vice Chairman of the City People's Committee requested relevant communes and wards to continue to focus on completing the relocation of underground and above-ground works and treating construction waste... In parallel, units should proactively study new policies and implement them uniformly according to the city's regulations and guidelines.
Departments and sectors strengthen direct guidance at the grassroots level on contents that are still problematic, limiting the situation of exchanging "documents up, documents down" that prolongs the processing time of work.
Strengthen propaganda, create consensus
Concluding the conference, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong emphasized that the positive results achieved are thanks to the drastic involvement of the entire political system from the city to the grassroots level, especially the leadership and direction role of the heads of localities and units.
Thanks to the synchronous implementation of processes, procedures, mechanisms, policies and support and resettlement work, many projects have achieved positive results, people have high consensus, contributing to accelerating construction progress.
Standing Deputy Secretary of the City Party Committee requested localities and units in the coming time to continue to promote the spirit of responsibility, focus on completing site clearance tasks according to the committed progress.
In addition, departments and sectors need to proactively advise, research and improve specific policies according to the 2026 Capital Law to better ensure the rights of people in the process of land acquisition and relocation to serve infrastructure development.
Mr. Dong emphasized the requirement to ensure long-term living conditions and livelihoods for people in new residences. The resettlement area must be fully prepared with technical infrastructure and social infrastructure. People have convenient access to schools, medical facilities, essential services and community living spaces.
In addition, in the process of planning resettlement areas and new urban areas, it is necessary to pay attention to creating jobs, developing services, trade and appropriate economic activities so that people have a stable income source after resettlement.
Regarding specific tasks, the Standing Deputy Secretary of the City Party Committee requested localities, departments, and branches to focus on completing the remaining tasks to ensure the progress of site clearance for key projects before June 30; complete the green area, parking lot and related items to ensure the goal of inaugurating Ring Road 1.
In addition, it is necessary to strengthen propaganda and mobilization to create consensus among the people, contributing to promoting infrastructure development and building an increasingly civilized and modern Capital.
