On the afternoon of July 1, Vice Chairman of Hanoi People's Committee Bui Duy Cuong chaired a meeting, listening to a report on the deployment of investment preparation, investment implementation and site clearance for bridge projects over the Red River and Duong River.
Progress of basic bridges meets plan
According to the report of the Hanoi City Traffic Construction Investment Project Management Board, bridge projects over the Red River and Duong River are being implemented simultaneously, many basic items meet the progress, striving to be completed before the APEC 2027 Conference.
However, some items are still facing difficulties due to site clearance, technical infrastructure and dike regulations.
For the Tu Lien bridge and approach road project at both ends of the bridge, site clearance has been 100% completed with 62.51ha. Localities are continuing to demolish works and relocate technical infrastructure.
For the Ngoc Hoi bridge and approach road project at both ends of the bridge, Hanoi has completed site clearance of 32.6ha/32.6ha, while Hung Yen province has only handed over 56.48% of the area.
At the Tran Hung Dao Bridge Project, site clearance has reached nearly 95%. The main bridge has completed all bored piles, and many approach bridges and Co Linh overpass items are being implemented.
The Thuong Cat bridge project has completed site clearance, the main bridge has completed all drilled piles, and the approach bridge is continuing construction, reaching more than 16% of the contract value. However, the progress of intersections with the Red River Landscape Avenue project is still slow due to waiting for project adjustment.
Meanwhile, the Van Phuc bridge project has completed site clearance. The main bridge has completed 97/102 bored piles; the approach bridge is being deployed synchronously, reaching about 28.4% of the contract value.
For Hong Ha bridge and Me So bridge belonging to the Ring Road 4 - Hanoi Capital Region Construction Investment Project, the two projects have completed drilled piles, pier bases and pier bodies exceeding flood elevation. Hong Ha bridge reached about 37% of the contract value, Me So bridge reached 35%. According to the plan, both projects will be technically opened to traffic in July 2027 and completed before the APEC 2027 Conference. Currently, Me So bridge is still facing additional site clearance in Hung Yen province.
For Le Chi bridge (bridge over the Duong River under the Gia Binh airport connecting road construction investment project), the city has directed localities to complete site clearance in June 2026. The main route is expected to be completed and opened to traffic before November 10, 2027.
According to the Ho Chi Minh City Traffic Construction Investment Project Management Board, in the coming time, units will focus on removing obstacles in site clearance, relocation of technical infrastructure, licensing traffic diversion and construction within the dike area to ensure the progress of key projects, meeting the goal of completion before the APEC 2027 Conference.
Decisively direct the progress of bridges over the Red River and Duong River
After listening to the opinions of departments, agencies, branches, wards, and communes at the meeting, speaking to direct, Vice Chairman of the City People's Committee Bui Duy Cuong requested departments, branches, localities, investors and contractors to focus on accelerating the progress of bridge projects over the Red River, ensuring the completion of work milestones according to the plan, and at the same time proactively implementing flexible construction solutions in the rainy and flood season but still ensuring safety.
According to the Vice Chairman of the City People's Committee, from now until the end of 2026 is the weather period with many factors affecting construction. Therefore, it is required that units continue to focus on completing the remaining tasks of site clearance and construction.

Regarding the relocation of technical infrastructure, Vice Chairman of the City People's Committee Bui Duy Cuong requested units managing electricity, telecommunications, water supply, drainage and related units to implement on schedule. Units that have received site clearance funds must be responsible for completing the relocation according to the plan; if delayed, affecting the project progress, they will be responsible to the city.
Along with that, requesting localities to complete the collection of waste and construction materials, and soon hand over clean ground.
Emphasizing the requirement to both ensure dyke safety and not affect progress, the Vice Chairman of the City People's Committee requested the Traffic Construction Investment Project Management Board, contractors and relevant departments and agencies to proactively monitor weather developments, and take advantage of favorable times to organize flexible construction.
It is not possible to implement it rigidly, but it must both ensure dyke safety requirements, flood prevention, and create conditions to accelerate construction progress" - Vice Chairman of the City People's Committee Bui Duy Cuong emphasized.
The Vice Chairman of the City People's Committee affirmed that the city will create maximum conditions in terms of site clearance, construction conditions and security and order. At the same time, requesting investors and contractors to proactively report immediately any difficulties and problems arising to be resolved promptly; in case of not reporting, to affect progress, they will be responsible to the city for not completing the set progress milestones.
