Quang Ninh - Ha Long Bay - Yen Tu World Heritage Site Management Board is no longer a department-level agency directly under the Provincial People's Committee, but under the Quang Ninh Economic Zone Management Board.

Quang Ninh Provincial People's Committee has just issued a decision stipulating the functions, tasks, powers, and organizational structure of the Ha Long Bay - Yen Tu World Heritage Management Board directly under the Quang Ninh Economic Zone Management Board.

This decision takes effect from August 1, 2026.

Accordingly, the Ha Long Bay - Yen Tu World Heritage Management Board is a public non-business unit under the Quang Ninh Economic Zone Management Board.

After the merger, the Ha Long Bay - Yen Tu World Heritage Management Board has the function of advising on organizing the management, protection, preservation, scientific research, restoration, embellishment, restoration and promotion, and exploitation of values of natural landscape, culture, history, geology, geomorphology, biodiversity; organizing tourism and service activities in the Ha Long Bay area belonging to the Ha Long Bay - Cat Ba Archipelago World Natural Heritage, points and clusters of relics belonging to the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac Relic and Scenic Landscape Complex in Quang Ninh province, the area of special national relics Ha Long Bay Scenic Landscape, historical relics and scenic landscapes of Yen Tu, historical relics of the Tran Dynasty Relic Area in Dong Trieu, Bach Dang historical relics and Yen Tu National Forest, National Park - Bai Tu Long ASEAN Heritage Park, Co To - Tran Island Marine Conservation Area.

The Ha Long Bay - Yen Tu World Heritage Management Board has legal status, has its own seal and account operating according to the provisions of law; is under the direct management of the Quang Ninh Economic Zone Management Board, and is also subject to professional guidance and inspection from the Ministry of Culture, Sports and Tourism, the Ministry of Agriculture and Environment, the Vietnam National UNESCO Committee, the Department of Culture, Sports and Tourism and relevant agencies.

Regarding the organizational structure, the leaders of the Ha Long Bay - Yen Tu World Heritage Management Board include the Head of the Board and Deputy Heads of the Board (the number of Deputy Heads of the Board is implemented according to current regulations).

The Head of the Ha Long Bay - Yen Tu World Heritage Management Board is responsible to the Head of the Quang Ninh Economic Zone Management Board, the Provincial People's Committee, the Chairman of the Provincial People's Committee and before the law for performing the functions, tasks, and powers of the Ha Long Bay - Yen Tu World Heritage Management Board as prescribed.

The Ha Long Bay - Yen Tu World Heritage Management Board includes professional departments: Administration - General Department; Professional and Heritage Renovation Department; Supervision, Safety and Rescue Department; Ha Long Bay Conservation Department; Yen Tu Heritage Conservation Department; Bai Tu Long National Park and Co To - Tran Island Conservation Department.

Previously, in November 2025, the Ha Long Bay - Yen Tu World Heritage Management Board was established on the basis of reorganizing the Ha Long Bay Management Board, Bai Tu Long National Park Management Board and the Relic and Scenic Site Management Board (under the Department of Culture, Sports and Tourism). At that time, the Ha Long Bay - Yen Tu World Heritage Management Board was directly under the People's Committee of Quang Ninh province.
