The Ho Chi Minh City People's Committee has just issued a Plan to implement the project to build Metro Line 2 (Ben Thanh - Tham Luong).
According to the plan, important tasks such as preparing and appraising the Inter-term Report of the adjusted Project Construction Investment Feasibility Study Report; Adjusted Environmental Impact Assessment Report (EIA); Supervisory Report before project adjustment; End report of the adjusted Feasibility Study will be implemented from October to December 2025.
The investor will deploy related work in November and December 2025.
The entire Metro Line 2 started construction on January 15, 2026 and began construction on January 16, 2026.
The Ho Chi Minh City People's Committee requires departments, branches, investors and local People's Committees with Metro Line 2 passing through to organize the apparatus and arrange personnel to implement the plan with the highest sense of responsibility.
Relevant agencies are thoroughly informed about the spirit of proactiveness, review and streamline processes and procedures, while applying information technology and artificial intelligence to speed up settlement, ensuring optimal progress. The city will closely inspect, monitor and consider responsibilities for cases of delay.
The Ho Chi Minh City People's Committee also approved the application of specific regulations under Resolution 188/2025/QH15 for the next activities of the project that have not been implemented; at the same time, there is no need to re-apply the procedures for approving the project investment policy. The operating costs of the appraisal expert are updated into the total investment of the project.

Metro Line 2 has a total length of more than 11 km, including 9 km underground and nearly 2 km above ground, with 10 stations (9 underground stations, 1 above ground station) and Tham Luong depot. The route passes through 6 previous districts: 1, 3, 10, 12, Tan Binh and Tan Phu, connecting the city center with the Northwest region.
The Metro No. 2 project was first approved in October 2010 with a total investment of more than VND26,000 billion (equivalent to 1.37 billion USD at that time).
By 2019, the total investment capital was adjusted to more than VND47,800 billion (about 2.09 billion USD at that time), mostly ODA loans.
However, by the end of 2024, Ho Chi Minh City decided to use budget capital to proactively increase resources and speed up progress. This is the first project to apply a special mechanism according to Resolution 188/2025/QH15 of the National Assembly.
Metro No. 2 will be constructed in the period of 2026 - 2030 and warranty and repair of defects from 2031 - 2032.
When completed, this Metro line will become a traffic axis connecting the city center with the Northwest region, reducing the load on major routes such as Cach Mang Thang Tam, Truong Chinh, Cong Hoa, while promoting urban development according to the TOD model (urban linked to public transport).
