According to the Ho Chi Minh City Department of Construction, after merging with Binh Duong and Ba Ria - Vung Tau, the urban railway network in Ho Chi Minh City is planned to have a total length of about 1,012 km.
From now until 2035, Ho Chi Minh City will deploy 7 metro lines according to Resolution 188/2025/QH15 of the National Assembly, including:
- Metro No. 2 is 48 km long, including three sections: Ben Thanh - Tham Luong, Ben Thanh - Thu Thiem, Tham Luong - Cu Chi.
- Metro No. 1 extends from Ben Thanh to An Ha (more than 20 km).
- Metro No. 3 (Hiep Binh Phuoc - An Ha, 45.8 km).
- Metro No. 4 (Dong Thanh - Hiep Phuoc, 47.3 km).
- Metro No. 5 (Long Truong - Da Phuoc, 53.9 km).
- Metro No. 6 (Inner Ring Road, 53.8 km).
- Metro No. 7 (Tan Kien - Long Binh, 51.2 km).
Metro lines planned in Binh Duong (before the merger) are also included in the investment portfolio, including:
- Metro No. 1 (Binh Duong New City - Suoi Tien, 29 km).
- Metro No. 2 (Thu Dau Mot - Ho Chi Minh City, nearly 22 km).
In Ba Ria - Vung Tau, Metro Line 3 connecting Vung Tau - Ba Ria - Phu My was previously expected to extend to Long Thanh airport.
Ho Chi Minh City also deploys a railway line connecting the center of Ho Chi Minh City - Can Gio (48.5 km) and the Thu Thiem - Long Thanh route (42 km) directly connecting Long Thanh International Airport (Dong Nai).
According to the Department of Construction, Ho Chi Minh City has received a series of proposals to invest in urban railway lines under the form of public-private partnership (PPP) or direct investment under the Investment Law.
Vinspeed - a member of Vingroup Corporation - proposed to directly invest in the Ho Chi Minh City - Can Gio Metro line.
The line has 2 main stations (Tan Thuan and Can Gio), designed as a double track, 1,435 mm track gauge, maximum speed 350 km/h, with a total investment of more than 2.93 billion USD (about 76,000 billion VND).
Currently, the Ho Chi Minh City - Can Gio Metro Project dossier appraisal Council has met and is expected to complete the report to submit to the Ho Chi Minh City People's Committee for consideration and approval in October 2025.
The Industrial Investment and Development Corporation (Becamex) proposed to study Metro Line 1 (Binh Duong New City - Suoi Tien), with a total investment of about VND 46,725 billion.
Becamex also proposed to invest in the Bau Bang - Cai Mep railway line, 127 km long, with a total capital of more than 153,000 billion VND. This route aims to connect Binh Duong - Dong Nai key industrial parks with Cai Mep port (formerly Ba Ria - Vung Tau), forming a strategic cargo and passenger transport corridor for the Southeast region.
Sovico Group proposes to study investment in Metro Line 4 (Dong Thanh - Hiep Phuoc) under the PPP or direct investment form.
This route passes through a series of key routes such as Nguyen Oanh - Nguyen Kiem - Truong Son - Nguyen Van Troi - Hai Ba Trung - Pasteur - Nguyen Huu Tho, connecting the North with the South of the City.
The Ho Chi Minh City People's Committee has approved Sovico to self-invest in surveying and research within 1 year to complete the investment report.
Truong Hai Group ( Thaco) proposed to study Metro Line 2 (Ben Thanh - Tham Luong and Ben Thanh - Thu Thiem sections), along with the Thu Thiem - Long Thanh railway line.
Currently, Metro No. 2 (Ben Thanh - Tham Luong section) has basically completed site clearance, expected to start construction at the end of 2025 and be completed before 2032.
Masterise Group proposed to invest in Metro Line 3 (Hiep Binh Phuoc - An Ha) under the PPP method.
According to the Ho Chi Minh City Department of Construction, so far only Vinspeed has submitted a proposal for direct investment in the Ho Chi Minh City - Can Gio Metro line according to the provisions of the Investment Law. Other investors have not yet submitted specific plans or proposals for the projects.
The Ho Chi Minh City People's Committee has assigned relevant departments and branches to continue guiding investors to complete procedures and documents according to regulations, to implement the next steps.
