The information was given by a representative of the Ho Chi Minh City Department of Home Affairs at the Ho Chi Minh City socio-economic meeting on the afternoon of May 8.
According to the Ho Chi Minh City Department of Home Affairs, after implementing the arrangement of administrative units, Ho Chi Minh City currently has 54 communes out of a total of 168 wards, communes, and special zones, accounting for about 32% of the total number of administrative units of the city.
To date, 23/54 communes have completed self-review, current status assessment and sent dossiers requesting the establishment of urban administrative units.
The Department of Home Affairs is coordinating with relevant departments and agencies to review, evaluate and appraise the standards for establishing wards according to regulations before summarizing and reporting to the Ho Chi Minh City People's Committee to submit to the Party Committee of the City People's Committee for comments, and then reporting to the Standing Committee of the City Party Committee for consideration and approval of policies.
According to initial assessments, based on proposals and appraisals from units such as the Department of Planning and Architecture, Ho Chi Minh City Statistics, Ho Chi Minh City Department of Agriculture and Environment, there are 23 communes that basically meet the conditions and standards for transitioning from commune to ward.
However, some localities such as Binh Hung, Dau Tieng, Phuoc Hai, An Nhon Tay, Ngai Giao, Bac Tan Uyen and Bau Bang still need to supplement more supporting documents to serve as a basis for appraising conversion criteria.
In addition, some relevant departments and agencies have not yet completed the appraisal opinions, so the compilation of dossiers submitted to the City People's Committee for consideration of the policy of establishing wards has not ensured progress.
The Department of Home Affairs requests departments and sectors to coordinate in completing the project dossier for establishing urban administrative units to submit to the Ministry of Home Affairs before June 15, 2026 according to regulations.
In the coming time, the Department of Home Affairs will continue to coordinate with relevant units to complete the appraisal and synthesis of dossiers to submit to the Party Committee of Ho Chi Minh City People's Committee and the Standing Committee of the City Party Committee for consideration of the policy of establishing urban administrative units in phase 1 for 23 eligible communes.
According to Resolution 112/2025 of the National Assembly Standing Committee on standards for administrative units, a commune that wants to be transformed into a ward must meet criteria such as a population of 21,000 people or more, a minimum natural area of 5.5 km2 and an urban population ratio of 50% or more.
Localities must ensure criteria on socio-economic development structure and level such as self-balancing budget, proportion of industry - construction and services reaching 70% or more, non-agricultural labor from 70% or more.
