Ho Chi Minh City stops planning the Northwest Urban Area of more than 6,084 ha after nearly 30 years of suspension

Ho Chi Minh City stops implementing the planning of the Northwest Urban Area of the City with a scale of more than 6,084 ha because it is no longer suitable for the current development context.

Based on the proposal of the Department of Planning and Architecture, the Ho Chi Minh City People's Committee issued a document approving the policy of not continuing to implement the zoning plan of the Northwest Urban Area of the City.

Ho Chi Minh City assigned the Department of Planning and Architecture to guide the City Urban Development Management Board to carry out procedures for liquidating signed consulting contracts in accordance with legal regulations.

The Northwest urban area has a scale of more than 6,084 ha, located in Cu Chi and Hoc Mon districts (before the arrangement of administrative units), and was approved for planning by the Prime Minister in 1998. After that, this area continued to be inherited and updated in the General Planning Adjustment Project of Ho Chi Minh City to 2025 (approved in 2010).

According to the initial orientation, this is one of the important satellite urban areas, playing the role of the development center of the Northwest of the City, with functions of services, commerce, health, culture, education and training, sports and entertainment.

However, over the years, despite many calls for investment from Ho Chi Minh City, this urban area has not been implemented according to the plan. The prolonged project has affected people's lives and caused frustration in the planned area.

Faced with that situation, in 2020, the Ho Chi Minh City People's Committee approved the adjustment of the zoning planning task at a scale of 1/5. 000 for the Northwest Urban Area. Based on this, the City Urban Development Management Board coordinated with consulting units to organize the planning project.

However, the implementation process continues to encounter many obstacles, especially the requirement to wait for the adjustment of the general plan of Ho Chi Minh City as directed by the leaders of the City People's Committee at the end of 2023.

After a comprehensive review, the Department of Planning and Architecture determined that continuing to develop and implement the sub-area planning project of the Northwest Urban Area is no longer suitable in the current context. On that basis, this unit proposed to stop implementation to ensure feasibility as well as efficiency in urban management.

For the remaining area belonging to the Northwest Dynamic Zone according to the Ho Chi Minh City General Planning Project to 2040, vision to 2060, the City People's Committee assigned the City Urban Development Management Board to continue reviewing and researching development orientations in accordance with the general plan.

The proposed contents will be summarized and reported to the Department of Planning and Architecture to submit to the Ho Chi Minh City People's Committee for consideration in May 2026.
