Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 27 on the main situation of localities in the first quarter, directions and tasks for the second quarter of 2026.
The Secretariat requested the provinces: Cao Bang, Bac Ninh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Khanh Hoa, Lam Dong, Dong Thap to urgently complete the adjustment and announce provincial-level planning in the second quarter; Ho Chi Minh City (registered to complete in October) and some localities to accelerate progress, not to affect the implementation of key projects in the area.
The Government Party Committee directs to strengthen guidance for localities to implement provincial and city planning to ensure consistency with national planning and sectoral planning.
The Central Organization Committee advises on organizing the evaluation and preliminary review of 1 year of operating the 3-level government to promptly remove difficulties and obstacles, improve the operational efficiency of the commune-level government; continue to focus on assigning and mobilizing cadres to grassroots levels in accordance with the spirit of "Year of improving the quality of grassroots cadres".
The Secretariat requests to urgently complete the arrangement of residential groups, villages, and hamlets; arrange public non-business units according to the direction and guidance of the Central Government.
The Government Party Committee directed the Government to focus on leading and drastically directing the implementation of the "double-digit" growth target according to the Central Government's conclusion, in which science, technology, innovation and digital transformation are identified as the main driving forces.
The Secretariat requests provincial and city Party secretaries to be directly responsible for directing the thorough handling of projects with difficulties and obstacles in localities according to their authority, ensuring the spirit of the Politburo's conclusion. The handling of arranging and using public assets and redundant headquarters will be completed in the second quarter of 2026.
The Secretariat noted and paid attention to caring for the lives of people, policy beneficiaries, people with meritorious services and workers, especially on the occasion of the National Unity Day and International Labor Day; organize good cultural, social, educational, and health activities; proactively respond to natural disasters in the upcoming rainy and storm season.
The Secretariat's conclusion also requires strengthening Party building work, improving the combat strength of grassroots Party organizations; especially paying attention to maintaining solidarity and unity within the Party, within agencies and units, especially in localities after mergers and consolidations.
Inspection and supervision work must detect early and promptly handle manifestations of internal disunity. Improve the quality of grasping the situation, early detecting problems arising in localities and grassroots levels.
The Central Organization Committee and relevant agencies need to accelerate the implementation of a number of recommendations and proposals on staff management, salary policies, and job positions.
With the recommendations of localities under the jurisdiction of the Government and central ministries and sectors, the Secretariat assigned the Party Central Committee Office to notify the Government and relevant ministries and sectors to direct immediate resolution according to their authority, in case it cannot be resolved immediately, it must be notified to the locality.
The Central Party Office is assigned to receive opinions from the Secretariat to complete the report; continue to closely coordinate with central Party agencies to closely monitor the situation in localities, and promptly report to the Secretariat to direct the handling of related issues according to their authority.
