On February 11, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired the Conference on developing science and technology, innovation and high-quality human resources to promote economic growth.
According to the Government Electronic Information Portal, at the conference, Minister of Planning and Investment Nguyen Chi Dung presented a summary report, outlining a number of key tasks in the coming time.
In order for science and technology, innovation, and high-quality human resources to be the driving force for the country's growth target, Mr. Nguyen Chi Dung proposed focusing on promoting the review and elimination of institutional "bottlenecks" in the first quarter of 2025 for Decrees and the second quarter of 2025 for Laws.
If necessary, assign the agency in charge of drafting Resolution 03/NQ-CP to coordinate with ministries and branches to review, update, supplement, and adjust the progress requirements of urgent tasks that need to be done immediately, such as: Mechanisms and policies to unblock state budget financial resources, grant autonomy over public assets, aid, funding for science and technology, innovation, attracting and training talents and high-quality human resources.
Immediately identify key projects on science, technology, and innovation associated with the growth targets of industries, fields, localities, and regions with strengths to focus resources on implementation in 2025.
Notably, Minister Nguyen Chi Dung proposed replicating the FDI attraction model such as attracting NVIDIA Corporation, focusing on investment projects requiring high-quality human resources, leading Vietnamese enterprises to participate in the global value chain;
Supplementing regulations on special investment procedures, creating a "green channel" for project implementation, helping to reduce time and costs for businesses; effectively using the Investment Support Fund to maintain the attractiveness of Vietnam's investment environment.
Developing high-quality human resources in the immediate future focuses on higher education and short-term training; piloting the development and implementation of a mechanism for ordering and assigning tasks to higher education institutions according to output commitment packages (KPI) with a full scholarship policy for postgraduate students and requiring the cooperation of businesses.
Also at the conference, Minister of Science and Technology Huynh Thanh Dat expressed his agreement and high consensus with the content of the Central Report presented by the Minister of Planning and Investment.
Minister Huynh Thanh Dat proposed focusing on perfecting institutions and policies on science, technology, and innovation.
In particular, he clearly stated the task of developing and completing the draft Resolution of the National Assembly on piloting a number of new policies to immediately remove obstacles and difficulties in science and technology activities and innovation, and submitting it to the National Assembly for approval at the 9th Extraordinary Session of the 15th National Assembly (February 12, 2025).

Minister Huynh Thanh Dat also stated the task of focusing on building the Law on Science, Technology and Innovation to institutionalize the Party's breakthrough policies and guidelines on science, technology and innovation according to the guiding viewpoint in Resolution No. 57-NQ/TW, and submit it to the National Assembly for approval in 2025.
Develop and complete the draft Decree of the Government regulating a number of contents on innovation and creative startups. Implement solutions to improve Vietnam's global innovation index GII.
Minister Huynh Thanh Dat also proposed speeding up the piloting of specific policies for science, technology and innovation activities in localities such as Hanoi, Ho Chi Minh City and Da Nang.
