This is one of the solutions implemented by Ho Chi Minh City to speed up the disbursement of public investment capital, in the context that after 6 months only disbursement reached nearly 13%.

Many large projects do not "spend all the money" assigned

The An Phu intersection project (Thu Duc City) with a scale of 3 floors and a total investment of more than 3,400 billion VND has mobilized 350 workers and 75 engineers to speed up progress.

According to Mr. Luong Minh Phuc - Director of Ho Chi Minh City Traffic Construction Investment Project Management Board (investor), after 1.5 years of construction, the project reached more than 50% of the total volume. Giong Ong To Bridge includes 6 lanes for 2-way traffic and is about 85% complete, expected to be completed and open to traffic in September. Ba Dat Bridge is 80% complete, the contractor is constructing the bridge abutment. and the road leading to the bridge, expected to be completed by the end of August. At the Mai Chi Tho - Dong Van Cong intersection tunnel, construction is also speeding up to be completed by the end of this year.

However, some areas at the node project are facing land clearance obstacles, especially the beginning of Luong Dinh Cua route due to overlapping urban area projects. Therefore, this year the An Phu intersection construction project was allocated 1,320 billion VND but it is unlikely to be fully used so it is proposed to transfer 600 billion VND to another project.

At the project connecting Tran Quoc Hoan - Cong Hoa (Tan Binh district), the total capital of more than 4,800 billion VND after 1.5 years of construction has reached more than 50% of the volume. In particular, the Tran Quoc Hoan - Phan Thuc Duyen underground tunnel project has reached 90%, expected to be completed by the end of August. However, some problems with the site caused this year the project to be allocated capital of more than 1,800 billion VND, but it is expected to disburse just over 1,400 billion VND.

In addition, the Belt 3 project passing through Ho Chi Minh City this year was allocated 6,500 billion VND, but it is not expected to be fully disbursed, more than 2,300 billion VND will be transferred to other projects.

Through review by the Department of Planning and Investment of Ho Chi Minh City, the city has more than 100 projects that are expected to not use all their capital with a total amount of more than 8,400 billion VND. The Department has proposed that the Ho Chi Minh City People's Committee submit to the Ho Chi Minh City People's Council to transfer this capital to high disbursement projects and allocate capital to start new urgent projects.

Previously, Ho Chi Minh City "cut" more than 4,800 billion VND from sluggish projects for high disbursement projects.

Assign more projects to districts

This year, Binh Tan district was allocated large capital of more than 3,220 billion VND but has disbursed more than 70% in 6 months. In particular, the district has completed 10 compensation projects, land recovery, and handover of premises to serve public works in the area.

At the recent 6-month socio-economic meeting, Chairman of Ho Chi Minh City People's Committee Phan Van Mai said that this year, 4 major project management boards (Urban Railway, Transport, Civil and Industrial, Infrastructure urban area) accounts for 60% of public investment capital. Despite being allocated large capital corresponding to many projects, the disbursement progress is not high. Therefore, Mr. Phan Van Mai suggested that the management boards of large city-level projects consider transferring the project to the district for implementation, or if the district level does well, boldly discuss and propose receiving more projects. to speed up progress .

Over the past year, Ho Chi Minh City has promoted decentralization and authorization to district People's Committees to proactively promote public investment progress. In August 2023, Chairman of Ho Chi Minh City People's Committee Phan Van Mai signed a decision authorizing the People's Committees of districts and Thu Duc City to decide specific land prices and establish a land price appraisal council. This authorization mechanism helps localities increase their initiative and self-responsibility, no longer having to go around the department level. By April this year, the Ho Chi Minh City People's Committee continued to authorize the District People's Committee to locally adjust the 1/2000 zoning plan to serve public investment projects.

Talking to Lao Dong, the Director of the Construction Investment Project Management Board of a district on the outskirts of Ho Chi Minh City said he is ready to receive new projects because all bidding procedures are done online, project management is mainly done. by humans. District-level project management capacity is being improved, being able to handle group B and even group A projects, so it is completely possible to "share fire" with large project management boards of Ho Chi Minh City.

This year, Ho Chi Minh City has assigned and allocated detailed public investment capital plans of more than 79,200 billion VND (Central budget capital is nearly 3,200 billion VND and local budget capital is more than 75,500 billion VND). But as of June 28, Ho Chi Minh City has only disbursed 10,129 billion VND, reaching 12.8% of the total assigned capital plan. To achieve the disbursement target of 95%, in the remaining 6 months, the city must disburse 13% each month - equal to the disbursement of the first 6 months of the year, which is a huge challenge if there is no breakthrough solution.
