Ho Chi Minh City is expected to organize the commencement and inauguration of 15 key projects and works on the occasion of National Day September 2nd, including many large-scale transport infrastructure projects.

A series of large projects are being implemented

The information was given by Mr. Tran Quang Lam - Director of Ho Chi Minh City Department of Construction - at the meeting of the Ho Chi Minh City People's Committee to assess the socio-economic situation in July and the first 7 months of the year; key tasks and solutions for August 2026, afternoon of August 12.

According to Mr. Tran Quang Lam, during the 2/9 holiday this year, the city is expected to organize the commencement and inauguration of 15 works and projects (including 5 projects that will be inaugurated and put into use).

The commenced projects mainly focus on the transportation sector, including many projects on important gateway routes such as expanding National Highway 1, National Highway 13, National Highway 22 and Ring Road 4 of Ho Chi Minh City...

According to the Director of the Ho Chi Minh City Department of Construction, from the beginning of the year to now, the city has organized the commencement of 14 projects with a total investment of about 466 trillion VND. The projects expected to start construction on September 2nd have a total value of about 165,000 billion VND.

To accelerate progress, Ho Chi Minh City is changing the method of project implementation, especially for PPP projects and projects with strategic investors. Instead of implementing sequentially step by step, the city is promoting the method of implementing many tasks in parallel.

The process of negotiation and completion of project dossiers is carried out simultaneously with design appraisal and estimates. The city also studies a plan for contractors to participate in implementing construction drawing designs immediately after the basic design is approved.

According to Mr. Lam, this approach aims to shorten the preparation time for investment, limiting the situation of projects being prolonged on paper before starting construction.

However, speeding up the progress does not mean ignoring the quality requirements. Ho Chi Minh City has invited leading experts, including international experts, to participate in the appraisal council to increase criticism, control the quality of dossiers and investment levels.

According to the leader of the Department of Construction, this is especially important for large-scale projects with high technical requirements such as the new administrative center in Thu Thiem, the sea-crossing road connecting Can Gio - Vung Tau,...

Almost every month there is a construction start.

According to the Director of the Ho Chi Minh City Department of Construction, after phase 2 of September, the city is expected to continue to implement about 10 projects and works by the end of 2026.

This list includes many important transport projects such as 4 metro lines, steel overpasses to solve congestion and some projects implemented in the form of BT.

In the coming months, Ho Chi Minh City is expected to maintain the pace of starting new projects almost monthly, creating more motivation for infrastructure investment and urban development" - Mr. Lam said.

However, Mr. Tran Quang Lam said that the implementation process still faces many difficulties, especially fluctuations in construction material prices such as filling sand, stone, asphalt and compensation and site clearance work.

Ho Chi Minh City is strengthening coordination between the Department of Finance, the Department of Construction and localities to remove each obstacle, creating conditions to put projects into implementation on schedule.

In the long term, Ho Chi Minh City expects the institutionalization of specific mechanisms in the Law on Urban Development to create more room to accelerate infrastructure investment in the next 3-5 years.

In the immediate future, Ho Chi Minh City is preparing a list of urgent projects to be able to apply shortened mechanisms and procedures from October 1st, thereby shortening the preparation time and soon putting projects into implementation.
